About this file

This is Addendum No. 2 to Request for Proposal 27-0017 issued by the NOLA Public School Procurement Department for Municipal and Community Affairs Services. The addendum, dated August 19, 2026, modifies the original RFP documents issued July 30, 2026, and must be acknowledged by respondents to avoid proposal disqualification. The scope of services includes strategic stakeholder engagement and governmental relations, encompassing cultivation of relationships with municipal elected officials and community stakeholders, representation at community events, development of written communications, engagement with stakeholder groups, advisory services on municipal affairs priorities, coordination of meetings between OPSB and external entities, and additional governmental relations support. Contractors must demonstrate successful experience with the Louisiana State Legislature and knowledge of the Minimum Foundation Program, state budget, and appropriations processes. The annual contract budget is $55,000.00 for a one-year base term with two optional one-year renewal periods. Proposals are due August 25, 2026, with a virtual pre-proposal meeting held on August 7, 2026, and written questions due by August 13, 2026, at 4:00 p.m. CST. Potential oral presentations are scheduled for September 3-4, 2026.

The RFP specifies a 20-page proposal limit, with Tabs 9-12 and the cover sheet excluded from this restriction, though the table of contents counts toward the page limit. Respondents must provide three to five client references; references need not be exclusively from school districts and may include substantive work with local municipalities without penalty. The procurement carries a Disadvantaged Business Enterprise (DBE) participation goal of 35 percent. Certified DBE firms must submit DBE Responsiveness Forms 1 and 2 and Verification of DBE Certification within the DBE Professional Services Compliance Certification Checklist. Respondents shall submit the Professional Services Compliance Certification Checklist rather than the Contractor Certification Checklist. Performance evaluation is weighted across six criteria: experience with Louisiana State Legislature and knowledge of state budget and appropriations (25 points); experience with municipal and parish governmental bodies (20 points); qualifications of assigned personnel (20 points); performance history including cost control and quality (10 points); cost (15 points); and DBE participation (10 points). NOLA Public Schools reserves the right to reject any or all proposals, award to single or multiple vendors, and cancel the solicitation at its sole discretion.

CLARIFICATION:

1. Question: Proposals are capped at a 20-page limit. Does the page limit exclude Tabs 9-

Answer Yes, the proposal is capped at a 20-page limit. Tabs 9-12 are excluded from page limit. The coversheet is a required document. The table of contents counts towards your 20-page limit. Tabs 9-12 are the only pages excluded 20-page limit.

2. Question: The RFP requires 3–5 references from school districts. Will respondents be penalized if they list references that are not school district-related? For example, would it be permissive for a respondent to list references demonstrating substantive work with a local municipality?

Answer: No, the respondents will not be penalized if they list references that are not school district-related? Yes, it is permissive for a respondent to list references demonstrating substantive work with a local municipality
