About this opportunity

The Texas Department of Criminal Justice (TDCJ) has issued a Request for Proposal (RFP) for the operation and management of a Multi-Use Facility providing various rehabilitation treatment services. The facility will house inmates for programs such as the Substance Abuse Felony Punishment Facility (SAFPF) Special Needs Treatment, Driving While Intoxicated (DWI) Recovery, Intermediate Sanction Facility (ISF) Substance Use Treatment, and ISF Cognitive Intervention. The contractor will be responsible for the full scope of services, including staffing, training, vocational programming, and compliance with TDCJ policies. The contract term is for an initial period of two years, with three one-year option periods. Proposals are due by May 17, 2022, and the contract is expected to be awarded on or around June 1, 2022.

The contract is set aside for qualified non-profit organizations. Pricing must be submitted on a per diem rate basis, and offerors must propose a budget that is at least 10% less than the current per diem rates for similar TDCJ-operated facilities, which range from $7.45 to $32.01 per day. The current incumbent provider is the XYZ Rehabilitation Center, and the total contract value is estimated to be $5 million per year. The RFP also includes set-asides for Historically Underutilized Businesses (HUBs), and the solicitation provides detailed instructions for completing the HUB Subcontracting Plan.
