About this opportunity
The Minnesota Pollution Control Agency (MPCA) has issued a Request for Bid (RFB) for the purchase and installation of a Yamaha 115 horsepower outboard motor, or approved equivalent, including rigging and installation services on an existing boat at the vendor's location. The vendor must be located within a 200-mile radius of the MPCA Baxter facility at 7678 College Road, Baxter, Minnesota 56425. All responses must be submitted electronically through the SWIFT Supplier Portal, with a bidding period from May 18, 2026, at 10:00 AM Central Time through May 28, 2026, at 2:00 PM Central Time. The questions deadline is May 21, 2026, at 2:00 PM Central Time, and late or non-electronic responses will not be accepted. Bidders must provide separate pricing for two distinct line items: the Yamaha 115 hp outboard motor including all freight and fees, and the rigging and installation services with hourly labor rates and all associated fees, with delivery due by June 15, 2026. The anticipated contract term runs from May 28, 2026, through June 30, 2026, and the State reserves the right to reject any and all responses, award to single or multiple responders, or cancel the solicitation entirely.
The MPCA provides a 12 percent preference in points to certified targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses. The solicitation includes a diversity and inclusion component requiring bidders to disclose whether they qualify as small businesses under Minnesota's Office of Equity in Procurement (OEP) standards or meet other criteria such as being majority-owned and operated by minorities, women, persons with disabilities, veterans, or being located in or owned by residents of economically disadvantaged counties. Bidders must complete all Attachment A declarations certifying accuracy, non-collusion, and any organizational conflicts of interest, and provide authorized signatures with appropriate contractual authority along with both contract management and purchase order receipt contact information. Responder offers remain firm for 180 days unless accepted or rejected by the State, and all responses are considered nonpublic data during the evaluation process until the State completes its ranking of proposals. The estimated total dollar value of the contract is $15,000, though this figure is not binding as either a minimum or maximum amount. Pricing must be entered at the unit line level in SWIFT, and electronic invoices are preferred and should be sent to MPCA.AP@state.mn.us.
