About this opportunity
The State of Rhode Island's Department of Administration, Division of Purchases, is soliciting bids for natural gas supply service under MPA 623 on behalf of the Executive and Judicial Branches, cities, towns, and other state entities, with quotes due July 22, 2026 at 11:30 a.m. EDT. Vendors must be qualified under MPA 623; minority and women-owned businesses must participate at a minimum of 15% dollar value.
The scope covers approximately 404 capacity-assigned natural gas accounts across 17 participating entities—state agencies, municipalities, school districts, the Rhode Island Public Transportation Authority, the University of Rhode Island, Rhode Island College, Community College of Rhode Island, and the Narragansett Bay Commission—with total estimated annual consumption of approximately 623,000 dekatherms. Service is for heating, hot water, and food service. The winning supplier must provide all-inclusive, fully-bundled fixed supply pricing to the city gate; perform daily management of gas deliveries and nominations on interstate pipelines and the local distribution company system; and absorb all imbalance fees, penalties, overrun charges, and shrinkage costs. Pricing must include Rhode Island Energy transportation charges, capacity release charges, balancing service charges, peaking capacity charges, and a $0.03 per dekatherm consultant fee payable to NORESCO LLC. Gross Receipts Tax must be excluded and billed separately.
Bidders submit pricing on Exhibit 2 Pricing Form for three contract durations: 12, 24, and 36 months, with potential for two additional 12-month renewals. Service commences January 1, 2027. The State will select the contract duration meeting its needs and reserves the right to make one or multiple awards or reject all bids. Notice of Award will be issued by 3:00 p.m. on the day of the pricing event. Vendor questions are due July 10 at 2:00 p.m. EDT. All submissions must be made electronically through Ocean State Procures at www.ridop.ri.gov. Awarded vendors must maintain general liability insurance of $1,000,000 per occurrence, workers' compensation insurance of $100,000 per accident and disease, and automobile liability insurance of $1,000,000 per occurrence. A 0.33% contract administrative fee applies to annual spend, to be withheld by the State from vendor invoices.
