About this file
This is a pricing form exhibit for a Request for Quote issued by the State of Rhode Island's Department of Administration, Division of Purchases, on behalf of the Executive and Judicial Branches, cities, towns, and other state entities seeking natural gas supply service under MPA 623. The solicitation requests all-inclusive, fully-bundled fixed supply pricing for natural gas delivery to the city gate, with service commencing January 1, 2027. Bidders must submit pricing for two account categories: 403 capacity-assigned accounts across FT1 and FT2 rate classes with unlimited monthly usage swing tolerance, and one Narragansett Bay Commission (NBC) account with +/-10% monthly swing tolerance. The State is requesting pricing proposals for three contract durations—12 months, 24 months, and 36 months—with six total pricing options. Bidders are encouraged but not required to bid on all pricing options, and the State will select the contract duration that best meets its needs. Notice of Award will be issued by 3:00 p.m. on the day of the pricing event.
Pricing submissions must be provided as a fixed all-inclusive price per dekatherm (dth) and shall include interstate transportation, line losses to the city gate, supplier margin, commodity cost, a $0.03 per dth consultant fee, and all applicable charges for operational flow orders, nominating, and balancing services. Gross Receipts Tax must be excluded from pricing submissions and billed separately as a line item. Local delivery service and utility company charges are not to be included in the pricing. The winning supplier is required to submit and confirm enrollment for all approximately 404 active service locations no less than thirty days prior to the service start date.
