About this file

This is a Minority Business Enterprise (MBE) Participation Acknowledgment form issued by the Rhode Island Division of Equity, Diversity and Inclusion for the Master Price Agreement (MPA) 603 Literacy and Dyslexia Endorsement Providers solicitation. The Rhode Island Department of Education (RIDE) is soliciting proposals from qualified organizations to provide literacy and dyslexia endorsement professional learning services to support statewide implementation of evidence-based literacy practices. Proposals are due November 24, 2026, at 11:00 a.m. Eastern through Ocean State Procures. The initial contract term is three years beginning approximately March 2027, with up to two additional 12-month renewal options based on vendor performance and fund availability. Awards may be made to one or more vendors at the State's sole discretion, and inclusion on the qualified vendor list does not guarantee purchasing activity. Political subdivisions, municipalities, institutions of higher education, and quasi-public agencies may participate in the agreement.

Rhode Island General Laws 37-14.1 et seq. mandates that Minority and Women Business Enterprises be included in all state-funded and state-directed public construction programs and projects and state purchases of goods and services, with a minimum of 15 percent of the dollar value awarded to certified MBE/WBE vendors. Vendors must complete and submit the MBE Participation Acknowledgment Form with their proposal, acknowledging compliance requirements including submission of executed subcontractor agreements, monthly reporting and documentation of payments to MBE subcontractors, and immediate notification of all changes in vendors, subcontractors, or suppliers. Additionally, when quotes are requested for specific projects, a minimum of one of three quotes must originate from a certified MBE, WBE, or VBE vendor. Awarded vendors must maintain liability insurance with a combined single limit of $1 million per occurrence, workers' compensation insurance of $100,000 each accident, and automobile liability insurance of $1 million each occurrence. A 0.33 percent contract administrative fee is withheld from invoices effective January 1, 2026. Non-compliance with the acknowledged conditions may result in sanctions pursuant to Rhode Island General Laws.
