About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV) to establish a Master Price Agreement (MPA) for Air Compressor Maintenance, Repair, and Installation services. The solicitation seeks qualified vendors to provide comprehensive air compressor services to state agencies, quasi-governmental organizations, Rhode Island municipalities, and the Legislative and Judicial branches. The initial contract period will run for three years, beginning approximately August 1, 2021, with options to renew for up to two additional 12-month periods based on vendor performance and funding availability. Vendors must submit proposals through the Ocean State Procures system by May 24, 2021, at 2:00 PM GMT, with a vendor Q&A period running from April 27 to May 5, 2021. The required services include maintenance, repair, and installation of air compressors on an as-needed basis, with vendors being evaluated on a pass/fail basis. When specific services are needed, agencies will conduct mini-bids among qualified vendors, with selection based on factors including price, expertise, and availability.
The state mandates a 10% participation requirement for Minority, Women, and Veteran-Owned Business Enterprises (MBE/WBE/VBE), requiring agencies to obtain at least one quote from certified diverse vendors when available. All vendors must register in the Ocean State Procures system and maintain specific insurance coverage, including $1 million liability coverage, workers compensation, and automobile liability insurance. A 1% contract administrative fee will be assessed on all purchases made through the MPA to support the state's eProcurement system. The state reserves the right to remove vendors from the qualified list at its discretion and will evaluate proposals on a pass/fail basis. No specific contract value or budget range is provided, as services will be procured on an as-needed basis with selection at the user agency's sole discretion. Vendors will be selected through a competitive process that prioritizes low rates, expertise, and availability, without disclosing information about incumbent vendors or current contractors.
