About this opportunity
The State of Rhode Island Division of Purchases is initiating a Master Price Agreement (MPA 416) Open Enrollment Vendor Assessment for Audiovisual Equipment and Services, solicitation number OEV20000218. This procurement seeks qualified vendors to provide comprehensive audiovisual solutions, including components, design, installation, integration, maintenance, and support services for electronic classrooms, presentation rooms, and conference rooms. The solicitation is open from June 22, 2020 to October 4, 2020, with an initial contract period of 5 years beginning approximately December 1, 2018. Vendors can qualify under two tiers: Tier 1 (equipment only) or Tier 2 (equipment, design, install, maintain), and all proposals must be submitted electronically through the Ocean State Procures system. The evaluation process will be conducted on a pass/fail basis, with proposals assessed based on vendor qualifications, licensing, insurance requirements, and ability to meet the specified service needs. When specific projects arise, agencies will issue mini-bids to qualified vendors, comparing pricing, expertise, and availability to select the most appropriate vendor for each project.
The solicitation includes a strong emphasis on minority, women, and veteran-owned business participation, requiring a minimum of 10% of the total dollar value to be awarded to certified Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Veteran Business Enterprises (VBEs). The MPA will be available for use by state agencies, quasi-governmental organizations, Rhode Island municipalities, and the Legislative and Judicial branches of the state government. A 1% contract administrative fee will be assessed on all purchase orders issued under the agreement, effective January 1, 2020. While there is no guaranteed minimum purchase volume, the contract allows for multiple vendors to be awarded and provides flexibility for political subdivisions, including municipalities, higher education institutions, schools, and quasi-public agencies to utilize the agreement. All ordering and billing for political subdivisions will be conducted directly between the selected vendor and the specific subdivision. The State of Rhode Island reserves the right to review vendor qualifications continuously and remove any vendor from the qualified list at their discretion.
