About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors to establish a Master Price Agreement (MPA 347) for Lamps, Ballasts, and Related Electric Supplies through a Qualified List of Vendors (QLV) solicitation. This procurement is designed to create a statewide contract for providing electrical supplies to state agencies and political subdivisions. The initial contract term will run approximately three years, beginning September 1, 2023, with an option to renew for an additional 12-month period. Vendors must submit their qualifications electronically through the Ocean State Procures system by July 7, 2023, with a vendor Q&A period open from June 7 to June 28, 2023. Prospective vendors must provide comprehensive documentation including proof of insurance coverage (specifically $1 million in liability, $100,000 in workers compensation, and $1 million in automobile liability), complete a vendor assessment form, and demonstrate capability to supply lamps, ballasts, and related electric supplies. Evaluation criteria will focus on vendor responsiveness, responsibility, and compliance with state requirements.
The solicitation includes specific requirements for minority and women-owned business participation, mandating a minimum 10% MBE/WBE participation in the total procurement value. Vendors must complete a Minority Business Enterprise Participation Acknowledgment Form and submit an MBE Utilization Plan for each award issued under the agreement. Political subdivisions authorized to participate include municipalities, institutions of higher education, municipal and state schools, and quasi-public agencies. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA to support the state's eProcurement system. While no specific total contract value is provided, the wide-ranging applicability suggests a potentially significant procurement opportunity. The state reserves the right to make single or multiple awards and may reject any or all bids at its discretion. Vendors must register in the Ocean State Procures system and maintain an "approved" status to be eligible for award.
