About this file

This is a pricing schedule template for the State of Rhode Island Division of Purchases' Master Price Agreement (MPA 331 FY 27) for locksmith services under an Open Enrollment procurement process. The solicitation requests proposals for comprehensive locksmith services statewide, including installation, repair, service parts, hardware, and 24-hour emergency service with a two-hour response requirement. Services must be available during regular business hours (Monday-Friday, 6:00 a.m. to 6:00 p.m.) and extended hours (Monday-Friday, 6:01 p.m. to 5:59 a.m., all day Saturday, Sunday, and state legal holidays). Vendor questions are due November 5, 2026 at 4:00 p.m. EST, with proposals due November 19, 2026 at 11:00 a.m. The initial contract term runs January 1, 2027 through December 31, 2029, with potential renewal for up to two additional 12-month periods at the State's discretion.

The pricing schedule requires vendors to submit four line-item costs: a per-service-call fee, hourly labor rates for normal business hours and after-hours service, and a percentage discount on locking devices. All costs must be firm and fixed unless otherwise indicated. A 15% minimum participation goal for Minority and Women Business Enterprises (MBE/WBE) applies under Rhode Island General Laws 37-14.1, with requirements that user agencies obtain at least one of three price quotes from certified MBE/WBE/VBE vendors when such vendors are on the qualified list. The State will assess a 0.33% contract administrative fee on total annual spending, withheld from vendor invoices. Required insurance includes general liability ($1,000,000 per occurrence), workers' compensation ($100,000 each accident), and automobile liability ($1,000,000 per occurrence). Prevailing wage requirements apply under Rhode Island General Laws 37-13-1 et seq., with OSHA 10-hour construction safety certification and appropriate Rhode Island trade licenses required for employees on projects costing $100,000 or more. The State reserves the right to make multiple awards.
