About this opportunity

The State of Rhode Island Division of Purchases has issued a Master Price Agreement (MPA) solicitation numbered OEV23002904 for printing services, specifically seeking qualified vendors to provide offset and digital printing capabilities. The open enrollment vendor assessment process will establish a list of vendors capable of serving state agencies, quasi-public agencies, Rhode Island municipalities, and school districts through an as-needed procurement model. Vendors can apply for either offset printing, digital printing, or both service categories, with evaluations conducted on a pass/fail basis. The solicitation requires vendors to demonstrate capabilities for various printing specifications including different sizes, materials, and finish options. Proposals must be submitted electronically through the Ocean State Procures system, with the contract period running from May 26, 2023, through December 31, 2024. Vendors will be required to provide comprehensive insurance coverage, including $1,000,000 in general liability, $100,000 in workers compensation, and $1,000,000 in automobile liability. When specific printing projects arise, agencies will issue mini-bids to the qualified vendors to obtain competitive quotes.

The solicitation includes specific provisions to encourage participation from minority, women-owned, and veteran-owned businesses (MBE/WBE/VBE). When agencies solicit quotes for specific projects, if certified MBE/WBE/VBE vendors are on the qualified vendor list, at least one of three quotes must be obtained from these certified vendors. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA, which will be used to support the state's eProcurement system. While no specific total contract value or budget range is provided, the open enrollment process allows vendors to submit proposals at any time during the contract period, with the Division of Purchases reserving the right to make single or multiple awards. There are no incumbent vendors specified, and the solicitation operates on an as-needed basis with no guaranteed minimum purchase amounts. The state reserves the right to remove vendors from the qualified list at its discretion based on vendor performance or responsiveness to agency requests.
