About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV22000797) to establish a Master Price Agreement (MPA) for the procurement of Lubricants, Oils & Greases and Diesel Exhaust Fluid (DEF). This solicitation seeks to create a qualified vendor list for state agencies, political subdivisions, higher education institutions, municipal and state schools, and quasi-public agencies to purchase these petroleum-based products on an as-needed basis. The initial contract period will run from December 2, 2021, through November 30, 2023, with options to renew for up to two additional 12-month periods based on vendor performance and funding availability. Vendors must submit proposals electronically through the Ocean State Procures system and maintain specific insurance coverage, including $1,000,000 in liability coverage, $100,000 in workers compensation, and $1,000,000 in automobile liability. Pricing will be determined through mini-bid processes, where agencies will compare rates between qualified vendors and select those offering the best value for specific projects. Delivery terms are specified as FOB Destination, and a 1% administrative fee will be assessed on all purchase orders issued under the MPA.
The solicitation includes a mandatory 10% participation requirement for Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE), with at least one of three quotes in any mini-bid required to come from a certified MBE/WBE/VBE vendor. This requirement aims to promote diversity and inclusion among potential contractors. The procurement is open to all vendors, with no guaranteed minimum purchase volume associated with being placed on the qualified vendor list. Vendors will be evaluated on a pass/fail basis for inclusion in the MPA, and subsequent mini-bids will determine specific project awards. The solicitation does not specify a total contract value or budget range, and there are no mentions of incumbent vendors or current contractors. Ordering and billing will be conducted directly between vendors and participating entities, with each agency having the discretion to compare rates and select vendors offering the most competitive pricing. Vendors must also comply with Rhode Island's affirmative action and non-discrimination laws to be considered for contract award.
