About this opportunity

Harford County, Maryland is requesting bids for mowing and trimming of road right-of-ways across the county's four highway districts under IFB 27-059, with bids due September 16, 2026, at 1:00 PM EST via the Euna Procurement portal. Questions are due September 4, 2026. The contract term runs December 1, 2026, through November 30, 2027, with the county holding an exclusive option to extend for five additional one-year periods at the same terms contingent upon satisfactory performance.

The scope encompasses approximately 592 road miles of mechanical mowing with an eight-foot minimum cut width on each side of roadway where allowable, trimming around 9,588 traffic signs (minimum two-foot radius), and maintenance of 269,162 feet of guardrail. Mowing height must be maintained between two and four inches. Work is divided into four districts: District 1 (Abingdon, 112.75 miles), District 2 (Hickory, 73.21 miles), District 3 (Whiteford, 224.58 miles), and District 4 (Jarrettsville, 181.64 miles). Bidders must provide unit pricing per mile for mowing, per sign for trimming, and per foot for guardrail trimming, with a minimum four annual events. Bidders submit consolidated pricing across all four districts; award may be made to the lowest responsive and responsible bidder considering price, quality, performance conformity, equipment, location, and references under Harford County Code Section 41-26.

Bidders must demonstrate at least two years of prior experience in road or utility right-of-way mowing for state, county, or municipal entities in Maryland. Experience held directly by the bidder cannot be substituted through subcontractors or teaming partners per Addendum No. 1, dated September 4, 2026. Bidders must submit an equipment list with evidence of ownership or lease of tractors equipped with side- and/or rear-mounted flail mowers and a detailed statement of experience with references including contract value, terms, and current contact information.

Contractors must maintain Commercial General Liability of $1 million per occurrence, Commercial Auto Liability of $1 million, Workers' Compensation at statutory levels, and Commercial Umbrella coverage of $1 million, naming Harford County as Additional Insured. Payment is net 30 days upon receipt and approval of invoices detailing dates of service, areas serviced, and sign and mileage totals. The county does not provide protection vehicles; their use remains at vendor discretion. Bids are publicly opened at 2:00 PM via Webex on the due date. Expert Landscape Management, Inc. was the sole bidder, submitting an annual total of $81,914.63 ($327,658.53 across four events).
