About this file

This is an Addendum No. 1 to Invitation for Bids (IFB) No. 27-059 issued by Harford County, Maryland, dated September 4, 2026, for mowing and trimming of road rights-of-way. The solicitation covers vegetation management services including mowing and trimming of Harford County rights-of-way, with specific attention to vegetation management around guardrails, traffic signs, and other roadway appurtenances. The addendum provides clarifications to prospective bidders addressing three key questions regarding protection vehicle requirements, contractor experience qualifications, and subcontracting options.

The addendum clarifies that the County does not provide protection vehicles, leaving their use at the discretion of the vendor or contractor. Regarding experience requirements, the County maintains that successful bidders must possess the specific experience outlined in the General Requirements section (page GR-2, item 7), which requires two years of experience specifically mowing road or utility rights-of-way in Maryland. The County does not accept comparable commercial mowing experience as a substitute for this specific requirement, nor does it permit satisfaction of the experience requirement through subcontractors or teaming partners. All experience must be directly held by the successful bidder to qualify for award.
