About this opportunity

The City of Warren, Michigan is requesting bids for mowing and maintenance services at Warren Union Cemetery under ITB-W-2001, with electronic bids due October 28, 2026 at 12:30 PM through the BidNet (MITN) procurement system and public bid opening at 1:00 PM EST the same day via Zoom. Bidders must demonstrate a minimum of five years' experience performing mowing services in cemetery or similar monument-surrounded environments.

The scope encompasses bi-weekly mowing from mid-April through early November each year (estimated sixteen cuts per season) of all turf areas within and adjacent to the cemetery fence at 4433 Chicago Road, Warren, including careful operation around headstones, monuments, and plantings. The contractor must furnish all labor, material, and equipment and perform trimming and debris removal. Payment is based on actual services performed, not estimated cuts. Site visits are mandatory to familiarize bidders with existing conditions and layout.

The contract is awarded for an initial two-year period (2027–2028 seasons) with optional extensions for four additional two-year periods (2029–2036 seasons) at mutual consent and subject to City Council approval for any price increases. Bidders must submit a two-year grand total price for base mowing services and separate unit prices for optional spring and fall cleanup. Pricing must be held firm for ninety days or upon bid award, whichever occurs first; the successful bidder's prices remain firm for the two-year contract term.

Mandatory insurance includes Commercial General Liability of $2 million general aggregate, Automobile Liability of $1 million combined single limit, statutory Workers' Compensation, and Umbrella Liability of $2 million following form. Bidders must comply with E-Verify participation, federal and state nondiscrimination requirements, OSHA and MIOSHA safety standards, and the Americans with Disabilities Act. Payment terms are net 45 days from monthly invoices detailing service dates, work performed, and applicable rates.
