About this opportunity
Douglas County, Georgia is seeking sealed proposals for a Mowing & Litter Removal contract (Solicitation Number 25-0001) to be completed on approximately 258 miles of county roadways. The procurement involves three cycles of right-of-way mowing and litter pickup, with the county reserving the option to add or remove cycles based on final budget constraints. Bidders must furnish all materials, labor, and equipment for comprehensive mowing services, including brush and slope trimming, with specific requirements for mowing height, equipment capabilities, and safety protocols. Contractors must have a minimum of three years of commercial mowing experience and demonstrate sufficient equipment and personnel qualifications. The solicitation requires a 5% bid bond, proof of insurance, three professional references, and the ability to bond 100% of the bid cost. Key deadlines include a question submission deadline of January 29, 2025, and a proposal due date of February 12, 2025, at 11:00 AM EST, with bids remaining valid for 60 days after opening. Evaluation will focus on determining the lowest responsible bidder meeting all specified requirements.
The contract has several important restrictive provisions regarding vendor participation, including a requirement that bidders perform at least 70% of the project without subcontractors and that surety companies must maintain an AM Best rating of A-6 or greater and be listed in the Federal Registry. A local vendor preference exists for bids within 5% of the lowest bid for contracts under $100,000. The initial contract term is one year with four optional one-year renewal periods. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the county requires comprehensive compliance documentation, including E-Verify verification, non-collusion affidavits, and conflict of interest certifications. Bidding documents are available for a non-refundable fee of $50, and the Douglas County Board of Commissioners reserves the right to reject any or all bids and potentially award the contract as a whole or in parts to one or more successful bidders. Though a specific budget range is not detailed, the solicitation suggests a substantial annual investment in roadway maintenance services.
