About this opportunity
Wicomico County Public Schools (WCPS) in Maryland is seeking moving services through an Invitation for Bid (IFB) 96256-261, structured as a Job Order Contract (JOC) to establish one or more Master Agreements with qualified contractors. The procurement covers on-call, as-needed moving services involving relocation of furniture, files, and file cabinets within and between WCPS office and school sites in Wicomico County. Contractors must provide detailed hourly labor rates for movers, supervisors, and vans, with separate markups for materials, subcontractor services, and rental equipment. The formal bid submission is due by January 14, 2026, at 2:00 PM EST through the Euna/Bonfire Procurement Portal, with no site visits or bidders conferences specified. Bidders must demonstrate at least five years of successful industrial/commercial moving services experience, provide evidence of three comparable projects completed in the past five years, and submit cost information for a pre-defined sample project to determine award. The initial contract period will extend through February 28, 2029, with potential renewal for two additional one-year periods, and individual projects will be assigned through Task Order Requests (TORs) negotiated and formalized through purchase orders.
There are no specific Minority Business Enterprise (MBE) goals or set-asides for this procurement, though WCPS reserves the right to establish MBE goals for individual task orders if required by funding sources. Contractors must maintain specified insurance coverage, including Workers Compensation, Commercial General Liability, and Business Automobile Liability, and hold all required Maryland contractor licenses. The contract allows for flexibility in scheduling, permitting weekend and evening work hours to minimize disruption to school operations without additional compensation adjustments. Bidders must provide daytime, evening, weekend, and holiday rates, with all non-daytime rates not exceeding 1.5 times the daytime rate, and no travel time will be compensated. WCPS may award the contract to multiple contractors to ensure service availability, and all qualified contractors are encouraged to respond. While specific award values are not explicitly stated, the contract's structure suggests a potentially significant ongoing opportunity for moving service providers in the Wicomico County area.
