About this opportunity

Huron Valley Schools is soliciting qualified vendors for moving and storage services under a cooperative purchasing vehicle (CoPro+) managed by the Public Procurement Institute of Michigan, with proposals due October 5, 2026 at 12:00 PM ET. The contract will serve school districts and counties statewide throughout Michigan on an as-needed basis, with multiple vendor awards anticipated to establish a qualified vendor pool.

The scope encompasses classroom relocations, office relocations, furniture relocations, packing and unpacking, disposal and surplus removal, storage services (including warehouse and vendor-provided trailers), and site protection and restoration. Proposers must demonstrate adequate staffing and equipment capabilities and submit a minimum of three client references for similar projects completed within the past five years.

Prime contractors may satisfy requirements through committed moving subcontractors, provided the prime remains the sole contracting party and single point of responsibility to the school district. The prime contractor must independently complete all proposal forms, pricing, certifications, insurance, reporting, invoicing, and contract administration; bears full responsibility for subcontractor performance and compliance; and may not replace a subcontractor after award without prior written approval. All subcontractor costs must be included in submitted pricing, and all personnel must meet school district background-check, safety, confidentiality, and site requirements.

Pricing must be submitted in Attachment A using Net 30 payment terms and must include a mandatory 2.0 percent administrative and remittance fee payable to PPIM. Vendors must guarantee price stability for the entire contract term, though temporary promotional pricing is permitted. Pricing must exclude sales tax and federal excise tax.

Evaluation will be scored on 100 points: Statement of Work responses (35 points), Company Profile (15 points), References (30 points), and Pricing (20 points). Proposals must achieve a minimum score of 80 points for award consideration. The initial contract term is three years with two optional one-year renewal periods. All contractors and personnel are subject to criminal background checks and must comply with Michigan prevailing wage requirements. Huron Valley Schools reserves the right to make one or multiple awards based on best value and has no guaranteed minimum volume of work.
