About this file
This is Addendum 1 to a Request for Quotes (RFQu) for Moving and Storage Services issued by Huron Valley School District (HVS) in Michigan. The addendum addresses bidder questions and clarifications regarding proposal requirements. The bid submission deadline is 12:00 PM on Monday, October 5, 2026, with the addendum issued on September 21, 2026.
The addendum clarifies that prime contractors may satisfy project requirements by utilizing the qualifications, references, personnel, vehicles, equipment, and experience of a committed moving subcontractor to perform services under the prime contractor's management and oversight. However, the prime contractor must remain the sole contracting party and single point of responsibility to HVS, independently completing all proposal forms, pricing, certifications, insurance, reporting, invoicing, and contract administration obligations. The prime contractor bears full responsibility for subcontractor performance, personnel, compliance, and any acts or omissions. All subcontractor costs must be included in submitted pricing, all personnel must meet HVS background-check, safety, confidentiality, and site requirements, and any proposed subcontractor cannot be replaced after award without prior written approval from the school district. The proposal must clearly identify the subcontractor's legal name and proposed scope of work while distinctly separating the prime contractor's and subcontractor's qualifications and references.

Addendum Number 1
| Project: | Moving and Storage Services – RFQu # HV-96256-061826 |
| Bid date: | 12:00 PM, Monday, October 5, 2026 (UNCHANGED) |
| Issue date: | September 21, 2026 |
Below are the questions asked by bidders, with the school district’s answers below:
1. Would a prime contractor be permitted to satisfy these requirements using the qualifications, references, personnel, vehicles, equipment, and experience of a committed moving subcontractor that would perform the moving services under the prime contractor’s management? Yes. HVS will permit a Proposer to include, and may consider, the qualifications, references, personnel, vehicles, equipment, and experience of a specifically identified and committed moving subcontractor for the moving services that the subcontractor will perform. The proposal must identify the subcontractor’s legal name and proposed scope of work, clearly distinguish the prime contractor’s and subcontractor’s qualifications and references.
The Proposer must remain the prime contractor, contracting party, and single point of responsibility to HVS. The prime contractor must independently complete all required proposal forms, pricing, certifications, insurance, reporting, invoicing, and contract-administration obligations and remain fully responsible for the subcontractor’s performance, personnel, compliance, acts, and omissions. All subcontractor costs must be included in the submitted pricing, and all personnel must satisfy applicable District background-check, safety, confidentiality, and site requirements. The proposed subcontractor may not be replaced after award without HVS’s prior written approval.
