About this opportunity
The State of New Hampshire Bureau of Graphic Services, on behalf of the New Hampshire Department of Safety, is requesting bids for the printing and delivery of 375,000 Motor Vehicle Certificates of Title (TDMV 1, Revision 11/18), with bids due September 4, 2026 at 2:00 p.m. EST. All bidders must be manufacturers producing and storing the product within their own United States-based facility — a mandatory capability filter that restricts eligibility to domestic producers with secure on-site manufacturing and warehousing capacity.
The scope is laser-compatible cut sheet forms measuring 8.5" x 11" with allowable underrun or overrun not exceeding 3%. Bidders must submit samples demonstrating the ability to produce all security features and samples of proposed tamper-evident security tape with their bid submissions. The winning vendor must produce all 375,000 forms at once and maintain secure warehousing of unshipped quantities. The contract requires detailed security measures for manufacturing, storage, and delivery processes; the State reserves the right to inspect contractor premises at any time. Upon award, the vendor must provide two sets of contract-quality color proofs within ten working days, and production cannot commence until the New Hampshire Division of Motor Vehicles approves proofs.
Delivery is staggered across three shipments: 50,000 forms by September 30, 2026; 162,500 forms by January 2, 2027; and 162,500 forms by June 2, 2027. All deliveries must be made with secure handling to the NH Department of Safety Warehouse in Concord. Bid pricing must be in U.S. dollars less federal excise tax and include all costs for manufacturing, secure storage, insurance, and three shipments. The vendor is responsible for quality assurance and must reimburse the State fifty cents per defective, duplicate-numbered, or missing-numbered document. Upon receipt and confirmation of total quantity in the initial shipment, the Department will accept an invoice for the entire order and remit payment in full. Bids are submitted by email to Printing.Bids@das.nh.gov.
