The procurement involves comprehensive park infrastructure enhancements, including installation of a 1,400 square yard ADA-accessible bituminous path, site clearing, grading, slope stabilization, and ADA ramp installation. Additional project components include constructing a 700 square yard new parking lot, applying 350 linear feet of parking lot striping, installing 13 new parking bumpers, and placing one ADA parking sign. Bidders must submit a bid bond for 10% of their total bid, payable to the Borough of Morton, and comply with Pennsylvania Prevailing Wage Rates, public works employment verification, insurance requirements, and equal opportunity provisions. Bid documents are available at no cost via the PennBid Program website, with the successful bidder required to pay a program fee of 1/3% of the contract value, subject to a minimum of $150 and a maximum of $6,000.
The procurement does not specify explicit set-aside designations for disadvantaged business enterprises. Bidders must provide a performance bond and payment bond for 100% of the contract price, along with a one-year maintenance bond for 10% of the contract price. While specific budget ranges are not detailed, the comprehensive nature of the park improvements suggests a significant capital investment. Contractors must verify worker classifications, provide workers' compensation coverage, and participate in the federal E-Verify Program. The Borough of Morton reserves the right to accept or reject any bid or portion thereof, maintaining flexibility in the procurement process. The project will be executed at Jacobs Park, located at 500 Highland Avenue in Morton, PA, with engineering specifications prepared by Catania Engineering Associates, Inc. and Civil Engineering Associates (CEA) providing site development plans that emphasize ADA accessibility and infrastructure improvements.
