About this opportunity

The Oregon Department of Transportation is requesting bids on Morrison Bridge stair removal in Multnomah County, with bids due September 24, 2026, and a mandatory pre-bid conference on September 15, 2026, at 1:00 p.m. Pacific Time at 49 SE Alder Street, Portland.

The scope includes traffic control, removal of pedestrian stairs and associated surfacing, placement of ecology blocks per plans, and construction of miscellaneous paving and curb. Work is governed by the 2024 Oregon Standard Specifications for Construction, OSHA regulations, ANSI Z 133.1 safety standards, and the Manual of Uniform Traffic Control Devices. An asbestos survey completed in February 2026 identified no asbestos-containing materials. Lane closures are limited to nighttime hours (10:00 p.m. to 8:00 a.m. Friday through Sunday on Morrison Bridge; 10:00 p.m. to 6:00 a.m. on other roadways), requiring 72-hour notice to ODOT Traffic Management Operations Center, Multnomah County Bridge Maintenance, and Portland Bureau of Transportation. The contractor must obtain a City of Portland Temporary Street Use Permit and coordinate with TriMet regarding bus stop impacts. Bridge load restrictions apply: combined construction vehicle weight is limited to 65,000 pounds per 1,000 square feet of surface area or 200,000 pounds per span, whichever is less. The contractor must work continuously seven days per week once work begins.

Substantial Completion is required by May 1, 2027, and Final Completion by May 15, 2027. Prevailing wage rates established by the Bureau of Labor and Industries for Multnomah County (BOLI Region 2), effective July 5, 2026, apply. A Performance Bond and Payment Bond, each equal to 100% of the awarded contract value, are required within seven days of award. Bid Security equal to 10% of the total bid amount is required. Liquidated damages are assessed at $300 per calendar day for failure to achieve Substantial Completion and $500 per 15-minute interval per lane for unauthorized lane closures. ODOT will not withhold retainage. The project cost estimate for bonding purposes ranges from $100,000 to $250,000, with State funding anticipated. Award will be made to the responsible bidder submitting the lowest responsive bid on a lump sum basis. Bids must be submitted electronically through OregonBuys; public bid opening follows immediately via Microsoft Teams.
