Morrison Bridge Stair Removal – Special Provisions Document

This is a Special Provisions document issued by the Oregon Department of Transportation (ODOT) for a bridge demolition and stair removal project located on the Morrison Bridge in Multnomah County, Oregon along Pacific Highway (HWY No. 001). The work consists of traffic control implementation, removal of pedestrian stairs and associated surfacing, placement of ecology blocks per plans, and construction of miscellaneous paving and curb work. The project requires substantial completion by May 1, 2027, with final completion by May 15, 2027. The contractor must provide a project schedule at least seven days prior to the pre-construction meeting, which must be scheduled at least 35 days before construction commencement. The contractor shall work continuously seven days per week once work begins. Specific traffic control requirements are detailed, including lane closures limited to nighttime hours (10:00 p.m. to 8:00 a.m. Friday through Sunday on Morrison Bridge, and 10:00 p.m. to 6:00 a.m. on other roadways), with mandatory notification to multiple agencies including ODOT Traffic Management Operations Center, Multnomah County Bridge Maintenance, and Portland Bureau of Transportation at least 72 hours before closures. The contractor must obtain an approved City of Portland Temporary Street Use Permit and coordinate with TriMet regarding bus stop impacts.

The contract applies the 2024 Oregon Standard Specifications for Construction with specific modifications detailed throughout the special provisions. Key environmental and safety requirements include compliance with OSHA regulations, ANSI Z 133.1 safety standards, and the Manual of Uniform Traffic Control Devices (MUTCD). An asbestos survey performed in February 2026 (Structure Survey, MBM25-074) identified no asbestos-containing materials on the structure. The contractor is responsible for providing quality control and quality assurance, with the Project Manager retaining the right to test and reject materials not meeting specifications at no additional cost to the State. Agency-furnished materials include ecology blocks provided at Republic Services storage yard (49 SE Alder) and permanent fencing at stair landings that the contractor must remove and store on-site for Agency staff retrieval. Bridge load restrictions limit combined construction vehicle weight to 65,000 pounds per 1,000 square feet of surface area or 200,000 pounds per span, whichever is less. Invoices must be submitted with a certified statement and sent to ODOT Region 1 (123 NW Flanders St, Portland, OR 97209) with copies to R1-Admin-Invoicing@odot.oregon.gov. The project is classified as a State Project with no separate payment for mobilization costs, traffic control plan development, environmental protection measures, or asbestos removal work.
