About this opportunity
JDA Stanton Springs is requesting bids on clearing and erosion control work for 22.0 acres at 13924 Highway 278, Social Circle, Georgia 30025, with sealed bids due July 27, 2026 at 2:00 p.m. and a mandatory pre-bid conference on July 9, 2026 at 10:00 a.m. on-site; attendance at the pre-bid conference is required, and failure to attend may result in bid rejection.
The scope encompasses site clearing, vegetation removal, grading operations, and comprehensive erosion and sediment control best management practices across four parcels (TMS# 0124 039, 0124 048, 0134 005J, 0134 005I, 0134 005K). Work includes silt fence installation, temporary sediment basins, temporary downdrains using 18-inch HDPE pipe, rock filter dams, outlet protection structures, and reinforced concrete pipe drainage (60 linear feet of 24-inch pipe and 62 linear feet of 18-inch pipe). All cleared areas must be stabilized within 14 days of disturbance completion using temporary seeding and mulching, with permanent vegetation achieving 70 percent density before best management practice removal. The project requires a 7-day inspection following initial phase erosion control installation and daily inspection and maintenance of all BMPs throughout construction. Contractors must comply with Georgia Department of Transportation standards, Georgia's Manual for Erosion and Sediment Control standards, and state waters buffer and wetland protection requirements. Existing utilities at the site include overhead power lines, underground communications, gas lines, water mains, sewer lines, a 12-inch force main, a 16.5-foot communications easement, and a 40-foot sewer easement.
Sealed proposals are submitted to Thomas & Hutton at 2127 Usher Street NW, Covington, Georgia 30014. Bids must be accompanied by a bid bond or certified cashier's check equal to 10% of the base bid, issued by a surety company licensed in Georgia with a minimum "A" rating and financial strength of at least five times the contract price. The successful bidder will provide performance and payment bonds, each equal to 100% of the contract price. Questions should be directed to William Eubank at Eubank.w@tandh.com.
