About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) have issued an Invitation for Bids (IFB) for the procurement of current model year or newer modified Narrow and Wide Cutaway Body Buses for the State Transit Program. The solicitation seeks qualified organizations to provide these specialized vehicles, with a contract period running from execution through November 30, 2025, and four potential one-year renewal options. Vendors must submit bids electronically through MissouriBUYS or by mail by November 7, 2024, at 2:00 PM CST, with questions required to be submitted no later than ten calendar days prior to the bid due date. The procurement involves detailed vehicle specifications, including requirements for Buy America compliance, Federal Motor Vehicle Safety Standards, and comprehensive documentation. The evaluation will be conducted using a 100-point scale, with 60 points allocated to pricing and 40 points to experience factors such as past sales volume, years of experience, and delivery performance. Bidders must provide pricing only on line items they can complete, and multiple contracts may be awarded by individual vehicle floor plan.
The solicitation encourages Disadvantaged Business Enterprise (DBE) participation, though the specific DBE goal is set at zero. No estimated quantities are guaranteed, with orders to be placed on an as-needed basis throughout the contract term. The contract includes provisions for cooperative purchasing, allowing Missouri counties, cities, and other political entities to potentially utilize the awarded contract. Vendors must comply with various federal requirements, including a minimum of 70% domestic content and final assembly in the USA. Training requirements mandate that successful bidders provide instruction within 30 days of delivery, covering safe operation and maintenance. While no specific budget range is explicitly stated, the comprehensive nature of the procurement suggests potential significant value for qualified vendors. The contract allows for potential price increases after the first six months, subject to written justification and MoDOT approval, providing some flexibility for vendors while maintaining cost controls for the government.
