About this opportunity
The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are conducting an Invitation for Bid (IFB) for the purchase of current model year or newer modified lowered floor and side accessible minivans for the State Transit Program. The solicitation seeks qualified vendors to provide minivans with specific accessibility modifications, including side-entry configurations and lowered floor designs. The contract will run from the execution date through August 31, 2025, with the option of four one-year renewals. Bids are due on July 29, 2024, at 2:00 PM CDT, with questions required to be submitted no later than ten calendar days prior to the bid due date. The evaluation will be based on a 100-point scale, with 60 points allocated to pricing and 40 points to experience factors such as past sales volume, years of experience, and delivery performance. Vendors must submit bids electronically through MissouriBUYS or by mail (with 5 days advance notice for hard copy submissions), and must provide comprehensive documentation including operator manuals, parts books, wiring schematics, and Buy America compliance documentation.
While there is no specific Disadvantaged Business Enterprise (DBE) goal for this solicitation, DBE participation is encouraged. The procurement is open to all qualified vendors who can meet the Buy America requirements, which mandate a minimum of 70% domestic content and final assembly in the USA. An estimated 60 vehicles may be purchased, though no quantities are guaranteed, and MoDOT reserves the right to increase or decrease order quantities as needed. Pricing must include all delivery costs as FOB destination to any location in Missouri, with Net 30 payment terms. The contract includes provisions for potential price increases after the first six months, subject to MoDOT approval. Successful bidders must provide training within 30 days of delivery, covering safe operation and maintenance, and must comply with various federal and state regulations, including Federal Motor Vehicle Safety Standards and certifications related to lobbying, debarment, and anti-discrimination requirements. The solicitation also includes cooperative purchasing provisions, allowing Missouri counties, cities, and other political entities to potentially utilize the contract pricing.
