About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking qualified vendors to provide modified High and Medium Roof Long Extended Conversion Vans for the State Transit Program through an Invitation for Bid (IFB) solicitation. The contract will run from the execution date through November 30, 2025, with options for four one-year renewals. Vendors must submit bids electronically through MissouriBUYS or by mail, with bids due by November 12, 2024, at 2:00 PM CST. Questions must be submitted at least 10 calendar days prior to the bid due date. The vans must meet specific requirements, including wheelchair accessibility, ADA compliance, and various floor plan configurations. The evaluation will be conducted using a 100-point scale, with 60 points allocated to pricing and 40 points to vendor experience factors such as past sales volume, years of experience, and delivery performance. Vendors must provide comprehensive documentation, including operator manuals, parts books, wiring schematics, and Buy America certification.
The solicitation includes a Disadvantaged Business Enterprise (DBE) participation goal of zero, though DBE participation is encouraged. There are no specific restrictions on the types of organizations that can respond, but vendors must comply with Buy America requirements, including a minimum 70% domestic content and final assembly in the USA. No specific quantities are guaranteed, with orders to be placed on an as-needed basis. The contract allows for cooperative purchasing by Missouri counties, cities, and other political entities. Vendors must maintain adequate liability insurance naming MoDOT as an additional insured and provide training within 30 days of delivery. While no specific budget range is provided, the pricing will be evaluated on a per-unit basis for different vehicle floor plans. Successful bidders will be those offering the lowest, most responsive, responsible, and reliable bids meeting the technical specifications and requirements outlined in the solicitation.
