About this opportunity
The Missouri Department of Transportation (MoDOT) Kansas City District is seeking vendors to supply bulk oil products through a firm fixed pricing, multiple-award solicitation (IFB605KC21002342). The procurement covers motor oils (15W-40, 5W-20, and 5W-30) and universal hydraulic/transmission oils in various delivery formats, including bulk deliveries, 55-gallon drums, 2.5-gallon containers, and 5-quart containers. Vendors must be located within 100 miles of Kansas City and capable of providing comprehensive product information, including brand names, manufacturers, and detailed specifications. The solicitation requires vendors to submit pump meter certification from the past 12 months and Material Safety Data Sheets for each product. The bid period runs from July 15, 2021, to July 29, 2021, at 2:00 PM CDT, with the initial contract period spanning from award through July 30, 2022, and two optional one-year renewal periods available. Evaluation criteria will focus on pricing, product availability, delivery capabilities, and compliance with mandatory specifications.
The solicitation strongly encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) businesses are also encouraged to participate. While no specific incumbent vendors are listed, the procurement allows for both re-refined and virgin oil products, with a preference for re-refined options. The solicitation is open to all vendors who can meet the technical specifications and delivery requirements, with potential for multiple awards based on the lowest and best responsive bids. The contract will utilize a net 30-day payment term, with all delivery costs to be included in the unit pricing. Although no explicit budget range is provided, the multiple-award approach suggests MoDOT anticipates ongoing, as-needed purchases of bulk oil products for the Kansas City District's operational requirements.
