About this opportunity

The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) have issued a Request for Proposals (RFP) seeking a qualified advertising and marketing services firm to support highway safety campaigns. The comprehensive scope of work requires full-scale services including project management, creative/design, media planning and placement, production of television/radio/print materials, non-traditional and high-tech marketing, promotional material development, public relations, and research/market analysis. Potential vendors must have a minimum of 5 years' experience as a professional marketing/advertising/public relations organization and will function as the single point of contact for MHTC. The RFP will be evaluated using a 100-point scoring system, with 40 points allocated to proposed fees, and 20 points each for experience/expertise/reliability, qualifications of key personnel, and proposed method of performance. Key dates include a proposal submission deadline of April 19, 2024 at 2:00 PM CDT, with vendor questions due by April 5, 2024. The contract period is one year from execution, with four one-year renewal options available.

The RFP strongly encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with suggested participation goals of 10% MBE and 5% WBE. Vendors must be registered to do business in Missouri and provide specific insurance coverages, including $4 million in general liability and automobile liability, and workers' compensation coverage. No specific total contract value or funding amount was disclosed in the documentation. Proposals can be submitted electronically through MissouriBUYS or via hard copy with prior notification to the buyer of record. The successful contractor will be responsible for developing detailed media plans, creative concepts, and media production/placement while MHTC retains sole discretion over campaign content, budgets, duration, audience, and media platforms. Additional compliance requirements include certification of worker eligibility, nondiscrimination standards, and maintaining a drug-free workplace.
