About this opportunity
The Nevada Department of Public Safety, Office of Traffic Safety is issuing a formal bid request for the procurement of one Mobile Training Unit in the form of a 40-foot triple spread axle enclosed gooseneck trailer with a 5th wheel hitch attachment. The unit must meet comprehensive technical specifications including a minimum 20,000 lbs. GVWR, electric powered landing gear with emergency braking capability, non-slip rubberized flooring with diamond pattern, and interior storage features such as two vertical storage cabinets with tip-out bins and partitioned cargo netting with L-Track systems and stainless steel snap hooks. The Mobile Training Unit requires an advanced electrical system comprising a 50-amp shore power outlet with 20-foot weatherproof connector, a 7,000-watt Onan generator with slide-out servicing and 15-gallon fuel tank, a Renogy 7.68 KWh RV solar power solution with batteries and inverter, and 16 duplex AC outlets distributed throughout the trailer. Additional deliverables include two 13,500 BTU air conditioning units with heat pump capability, internal and external LED lighting systems with multiple control switches, a 40-gallon gasoline fuel station, a 24-foot external retractable awning, foam insulation, a 4-by-8-foot whiteboard, 34 feet of VersaTie recess-mounted tracking in five rows, and department decal graphics with QR code (5 feet by 8 feet) on exterior walls. Vendors must provide quotes through the NevadaEPro electronic procurement system by the deadline of April 9, 2026, and must acknowledge receipt of the bid solicitation and complete all required tabs including General Information, Items pricing, Questions, Terms and Conditions acceptance, and Attachments. Any vendors wishing to take exception to the specified requirements must submit a separate exceptions list. The state will award the contract to the lowest responsible bidder after evaluating factors including quality, total cost of ownership, conformity to specifications, and delivery dates.
The Standard Terms and Conditions for Commodities establishes that all equipment must be new only and that Nevada-based businesses may apply for a five percent preference if a majority of goods are produced in Nevada. The contract term is limited to two years initially, with possible annual extensions thereafter at the discretion of the Purchasing Division if determined to be in the state's best interest. Pricing must be offered on a firm, irrevocable basis for the contract term and any extensions, with quotes submitted as FOB Destination with freight prepaid unless otherwise specified, and pricing does not include applicable taxes that the state will pay or provide exemption certificates for. Vendors must comply with OSHA standards, non-discrimination provisions per Nevada Revised Statutes Chapter 613, and an agreement not to engage in boycotts of Israel, and may be required to provide certificates of automobile liability insurance with combined single limits of $1,000,000 if delivering the unit directly to the state. No incumbent vendors, current contractors, existing infrastructure requirements for integration, or specific award values or budget ranges are identified in the available procurement documents.
