About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, is requesting proposals for one new Mobile Emergency Response Trailer to replace an aging 2012-model unit, with proposals due October 21, 2026 at 1:30 PM Eastern Time and a tentative award date of November 1, 2026.

The trailer must be configured as a FEMA Type 3 or greater tandem-axle gooseneck unit, approximately 32–35 feet in length, 102 inches maximum width, and 13 feet 6 inches maximum height, new and unused. Required features include three dedicated workstations with dual wall-mounted monitors, a separate conference area with 55-inch interactive smartboard and slide-out, dual 15,000 BTU HVAC systems, 8.0-kilowatt minimum diesel generator, 12-volt lithium battery backup, two power awnings, exterior and interior LED lighting, CAT6 network cabling with wireless capability, and infrastructure supporting Starlink and FirstNet CRD connections. Equivalent products may be proposed with supporting technical documentation if they meet or exceed specifications. Site visits to inspect the existing unit are available by appointment through Nick Cavender (502-782-3979; nicholas.cavender@ky.gov). Written questions were due September 22, 2026; an addendum was issued September 29, 2026.

Evaluation is scored on a maximum of 1,250 points: business structure and qualifications (100 points), relevant experience with at least two completed similar units including purchaser references (250 points), production and delivery timeline (250 points), warranty coverage and repair procedures (50 points), proposed cost (350 points), and oral presentations or demonstrations if required (250 points). The Commonwealth reserves the right to request Best and Final Offers and to negotiate with the top-ranked vendor.

The contract is firm fixed-price, F.O.B. Destination Freight Prepaid and Allowed, to the KYTC Division of Equipment Receiving Shop in Frankfort, Kentucky. Payment is structured in four milestone-based installments: 10% upon final design and pre-build drawing approval, 20% upon pre-build-out inspection, 30% upon pre-delivery testing and inspection, and 40% upon final delivery and acceptance. Firm delivery is June 15, 2027; failure to meet this date incurs liquidated damages at 1% per day. A performance and payment bond equal to the full contract amount is required within ten calendar days of award. Contractors must carry Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability Insurance of $1,000,000 per occurrence for delivery. The Commonwealth is tax-exempt; Federal Excise Tax and Kentucky Sales or Use Tax must be excluded from pricing.
