The solicitation seeks a complete, fully assembled, integrated, and operational mobile emergency response trailer configured as a tandem-axle gooseneck unit approximately 32-35 feet in length with a maximum width of 102 inches and height of 13 feet 6 inches. The trailer must include three dedicated workstations with dual wall-mounted monitors, a separate conference area with a 55-inch interactive smartboard, network infrastructure supporting Starlink and FirstNet CRD connections, dual HVAC systems, an 8.0-kilowatt diesel generator, lithium battery backup, two power awnings, exterior lighting systems, and various other operational systems specified in the detailed Scope of Work. The solicitation was issued on October 5, 2026, with an extended closing date of October 21, 2026, at 1:30 PM Eastern Time, and a tentative award date of November 1, 2026. The firm delivery deadline is June 15, 2027. Prospective bidders may inspect the existing 2012 Mobile Operations Command Center by appointment through the sole procurement contact, Nick Cavender (502-782-3979; nicholas.cavender@ky.gov).

The RFP evaluation will score proposals based on business structure and company qualifications (100 points), relevant experience with similar units including at least two completed examples with purchaser references (250 points), production and delivery timeline demonstrating ability to meet milestones (250 points), warranty coverage and repair procedures (50 points), proposed cost (350 points), and oral presentations or demonstrations if required (250 points). The contract will be awarded on a firm fixed-price basis with F.O.B. Destination Freight Prepaid and Allowed terms, making the contractor responsible for all delivery, transportation, and associated costs to the receiving location in Frankfort, Kentucky. Payment will be structured in four milestone-based installments: 10% upon completion of final design and pre-build drawings, 20% upon pre-build-out inspection and documentation, 30% upon successful pre-delivery testing and inspection, and 40% upon final delivery and acceptance. A performance and payment bond equal to the full contract amount will be required within ten calendar days of award notification. Contractors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability Insurance of $1,000,000 per occurrence for delivery. Proposed subcontractors or fabrication partners must be identified in the technical proposal, and the prime contractor remains fully responsible for contract performance and compliance with all RFP requirements.

Addendum #2 10/5/2026 – To extend the closing date of the solicitation from Tuesday October 6th

2026 to Wednesday October 21st 2026 at 1:30 PM EST.

Addendum #1 9/29/2026 – Questions and Answers

1. Business Structure / Subcontracted Fabrication Question: Will the Commonwealth accept a prime contractor that subcontracts fabrication, where the proposal presents the fabricator's facilities, technicians, and prior units with purchaser references for scoring?

Response: Yes. A prime contractor may utilize a qualified subcontractor or manufacturing partner for fabrication. The proposal must clearly identify the proposed subcontractor/manufacturing partner and describe the respective responsibilities of the prime contractor and subcontractor.

For purposes of the Business Structure and Experience evaluation criteria, the offeror must provide information regarding the proposed manufacturing partner's facilities, staffing, fabrication capabilities, dedicated resources, and relevant completed units, provided the relationship and responsibilities are clearly identified in the proposal. The prime contractor will remain responsible for full performance of the contract and compliance with all RFP requirements.

2. Identification of Fabricator Question: If subcontracted fabrication is permitted, must the fabricator be identified at proposal submission, or may the teaming arrangement be finalized after award?

Response: The proposed fabricator/manufacturing partner must be identified in the proposal if the offeror intends to rely upon that entity's facilities, personnel, experience, completed units, or other qualifications in its response.

Because Business Structure and Experience are scored evaluation criteria, the Commonwealth must have sufficient information at the time of proposal evaluation to evaluate the resources and experience being proposed.

3. Prior Similar Units Question: Are the two required prior similar units required to have been built by the offeror, the proposed fabricator, or either?

Response: The two required examples may be completed units produced by the offeror or by the proposed fabrication/manufacturing partner, provided the proposal clearly identifies the entity that performed the work and the relationship between the offeror and that entity.

The examples must demonstrate relevant experience with mobile command, operations, emergency response, communications, office, or similarly complex specialty trailer applications.

4. Inspection of Existing 2012 MOC Question: Does the 2012 MOC unit being replaced remain available for inspection?

Response: The current 2012 Mobile Operations Command Center may be made available for inspection by prospective offerors by appointment, subject to KYTC operational requirements and scheduling.

Prospective offerors shall coordinate any requested inspection through the sole point of contact identified in Section 1.03. No Commonwealth employee other than the designated procurement contact is authorized to provide clarification or modify the requirements of the RFP.

A. Technical / Design Clarifications

5. FEMA Type 3 or Greater Configuration Question: What specific typing standard or reference will KYTC use to evaluate the FEMA Type 3 or greater requirement, and is formal typing certification required?

Response: The requirement in Section 2.02.A is intended to establish the required functional capability of the Mobile Operations Command Unit. KYTC is not requiring a separate FEMA certification or formal FEMA inspection at delivery.

The proposed unit must provide a mobile command/operations capability consistent with the requirements identified throughout the SOW, including the required workstations, conference area, communications/network infrastructure, electrical systems, HVAC, generator, displays, and associated operational capabilities.

The phrase "FEMA Type 3 or greater configuration, or equivalent mobile command/operations capability" permits an equivalent configuration provided the completed unit meets or exceeds the functional requirements of the SOW.

6. Interior Insulated Generator Compartment

Document Phase Document Description Page 5

2700000071 Final MOBILE EMERGENCY RESPONSE TRAILER Total Pages: 41

Question: Must the generator be fully enclosed within the trailer's interior envelope, or will an insulated exterior-accessible compartment integrated into the trailer satisfy the requirement?

Response: An insulated, integrated generator compartment with exterior access is acceptable, provided the compartment satisfies all applicable safety, ventilation, exhaust, fuel system, maintenance-access, and manufacturer requirements.

The generator must remain protected and integrated into the trailer while allowing appropriate access for operation, maintenance, and removal. The Contractor is responsible for ensuring the completed installation complies with all applicable codes and manufacturer requirements.

7. Starlink / FirstNet CRD Interface Question: Is the Contractor responsible only for wiring/conduit preparation, with no Starlink terminal, modem, subscription, or FirstNet CRD hardware/service included?

Response: Correct. The requirement is for the specified exterior-to-interior RJ45 connection terminating at the network/electronics cabinet for future Starlink/FirstNet CRD use.

Starlink terminal equipment, modem equipment, subscriptions, and FirstNet CRD hardware or services are not included unless specifically identified elsewhere in the SOW.

8. GVWR / Tow Vehicle Question: Is there a maximum GVWR or specific tow-vehicle/GCWR requirement?

Response: The RFP does not establish a specific tow vehicle or maximum GVWR beyond the dimensional and axle requirements stated in Section 2.02.

The Contractor shall provide the completed trailer's GVWR, GAWR for each axle, unloaded/curb weight, and available payload capacity with the proposal and again with final delivery documentation.

The completed trailer shall be properly engineered and rated for the fully equipped unit and shall comply with all applicable federal and state requirements. The trailer shall not exceed the maximum dimensions specified in Section 2.02.A, including the 102-inch maximum overall width and 13-foot 6-inch maximum overall height.

B. Proposal Content & Scoring

9. "Brand" and Value-Added Items Sheet Question: How does the "Brand" requirement in Section 5.07 apply to a single custom-built unit, and where is the Value-Added Items sheet?

Response: This statement has been removed **Vendors must submit a separate Technical Proposal and Value-Added items sheet for each Brand being proposed**.

If bidder is offering any Value Added Items, please include in the Technical Proposal response.

10. Definition of "Similar Unit" Question: What qualifies as a similar unit for the 250-point Experience criterion?

Response: A similar unit is not required to be an exact replica of the configuration described in this RFP.

Examples should demonstrate relevant experience designing, fabricating, integrating, and delivering mobile command, emergency response, operations, communications, office, or other specialty trailers of comparable size and systems complexity.

The offeror should provide sufficient information, including photographs and purchaser contact information, for the evaluation committee to determine the relevance and successful completion of each example.

11. Business Structure – Subcontracted Manufacturer Question: May a prime/integrator use the manufacturing subcontractor's facility, staffing, and dedicated resources for the Business Structure criterion?

Response: Yes. Where the offeror proposes to use a subcontracted trailer manufacturer or fabrication partner, the offeror may identify that entity's facilities, number of bays, number of technicians, and dedicated resources that will be assigned to this project.

The proposal must clearly identify the subcontractor/manufacturing partner and describe the resources that will be committed to production of the KYTC unit.

12. Subcontractor Identity Question: Must the subcontractor/manufacturing partner be disclosed in the transmittal letter?

Response: The proposed subcontractor/manufacturing partner must be identified in the Technical Proposal if the offeror intends to rely upon that entity's qualifications, experience, facilities, personnel, or production capabilities in responding to the RFP.

The subcontractor's identity does not necessarily have to be included in the Transmittal Letter; however, it must be clearly identified within the Technical Proposal and its role in the project must be described.

C. Schedule, Milestones & Commercial Terms

Document Phase Document Description Page 6

13. Performance and Payment Bond Question: When does the ten-calendar-day period for the bond begin?

Response: The ten-calendar-day period begins upon notification of award and request for bonds via email from the buyer. KYTC has the discretion to allow additional time to the bidder if needed.

14. Five-Day Pre-Build Drawing Review Question: Does the five-working-day review period begin upon KYTC receipt, and may procurement proceed during the review?

Response: The five (5) working-day review period begins upon KYTC's receipt of a complete pre-build drawing package.

Fabrication shall not commence until KYTC has completed its review and provided authorization to proceed, unless otherwise directed in writing.

The Contractor may conduct preliminary procurement activities at its own risk during the review period, provided such activities do not constitute commencement of fabrication and do not create an obligation for KYTC to accept or reimburse materials or components that are inconsistent with the approved design.

15. 40% Final-Delivery Payment Question: Is the 40% milestone triggered by physical delivery or final acceptance?

Response: The 40% payment milestone is triggered by successful completion of the Final Delivery milestone, including KYTC’s inspection, testing, demonstration, and acceptance of the unit as substantially compliant with the Statement of Work (SOW). Physical delivery alone does not trigger the 40% payment milestone. Payment remains subject to the applicable invoicing and payment provisions of the RFP and resulting contract.

16. Oversize-Load Permits / Escorts / Route Surveys Question: Who is responsible for permits, escorts, and route surveys associated with delivery?

Response: The Contractor is responsible for arranging and coordinating delivery to the KYTC Division of Equipment Receiving Shop in Frankfort, Kentucky.

All transportation, delivery, unloading, and associated costs are to be included in the Contractor's price unless otherwise stated in the solicitation. This includes any permits, escorts, route surveys, or other requirements necessary for lawful delivery of the completed unit.

The F.O.B. Destination Freight Prepaid and Allowed requirement places responsibility for shipment and freight costs on the Contractor.

17. Existing MOC Site Visit Question: Is the current 2012-era MOC available for inspection or photographs?

Response: See the response to Question 4.

Subject to availability and operational requirements, KYTC may provide prospective offerors an opportunity to inspect the existing unit by appointment. Any site visit is for informational purposes only and does not modify or supersede the written requirements of the RFP.

18. Equivalent Component Approval Question: What is the expected turnaround time for KYTC approval of an equivalent component proposed after award?

Response: Offerors are required to identify proposed equivalent products in their proposal and provide sufficient technical documentation demonstrating equivalency. Post-award substitutions are subject to the applicable contract modification and approval requirements and shall not be assumed to be approved.

Given the firm June 15, 2027 delivery deadline, the Contractor is responsible for timely submission of any required substitution request and for managing its procurement schedule accordingly. KYTC cannot guarantee a specific approval turnaround time for a post-award substitution.

D. Interior / Exterior Configuration

19. Interior Outlets Question: How many interior outlets are required?

Response: The RFP requires a minimum of twenty (20) 120V, 20A receptacles. There will be four (4) 120V, 20A exterior receptacles for a total of 24.

This includes dedicated receptacles for each workstation, receptacle(s) for the network/electronics cabinet, a floor-mounted four-plex receptacle near the center of the floor, and other receptacles as necessary to satisfy the SOW.

GFCI protection shall be provided where required by applicable electrical codes.

20. Rear Wall Configuration Question: Does KYTC want a solid wall, double doors, or a ramp door at the rear?

Response: The RFP does not require a rear ramp door or rear double doors.

Document Phase Document Description Page 7

The rear configuration shall comply with the SOW and the approved floor plan. The RFP specifically requires a rear skid plate and a permanent-mounted aluminum ladder on the rear passenger side for roof access.

The Contractor may propose an appropriate rear-wall configuration provided it does not conflict with any mandatory requirement and is included in the proposed floor plan.

21. Ceiling Lights Question: How many ceiling lights are required?

Response: The RFP requires twenty-three (23) 12V, 18-inch LED interior lights.

The specification also identifies maximum fixture loading per dimmable switch and requires additional lighting under the overhead cabinets in specified areas.

22. Base and Overhead Cabinet Length Question: What cabinet length is required?

Response: The RFP requires approximately twenty-eight (28) linear feet of premium upper aluminum cabinetry and approximately twenty-eight (28) linear feet of premium lower aluminum cabinetry.

The RFP also requires approximately twenty-eight (28) linear feet of 24-inch-deep fixed laminate countertop.

The final cabinet and countertop layout shall be coordinated with the three workstations, conference room, appliances, network/electronics cabinet, and slide-out configuration.

23. Linear Feet of Workspace Question: How many linear feet of workspace are required?

Response: The RFP requires approximately twenty-eight (28) linear feet of 24-inch-deep fixed laminate countertop. The countertop/workspace configuration shall accommodate the three dedicated workstations and the other required equipment and functions identified in the SOW.

24. Separation of Three Workspaces Question: Does KYTC want the three workspaces closed off with doors between rooms?

Response: No. The RFP does not require each workstation to be enclosed in a separate room. The SOW requires three dedicated workstations and a separate conference area. The conference area is to be separated from the workstation area by a welded aluminum-tube partition wall with a sliding pocket door.

25. Upper Deck Access Door Question: Does KYTC want the upper deck closed off with an access door?

Response: A bulkhead forward wall with a pass-through doorway on the upper-deck enclosure or access door.

The completed trailer shall comply with the configuration and access requirements identified in Section 2.02, including the exterior swing-out access doors serving the area above the gooseneck hitch and the permanent-mounted rear ladder for roof access.

26. Exterior Requirements Question: Are there exterior requirements such as awnings, GFCI outlets, or exterior lighting?

Response: Yes. The RFP contains specific exterior requirements.

The unit shall include:

o One approximately 21-foot 12V power awning serving the conference-room side.

o One approximately 18-foot 12V power awning serving the workstation side.

o Exterior electrical receptacles on the driver and passenger sides, as appropriate.

o GFCI protection where required by applicable electrical codes.

o LED premium clearance lights.

o LED slimline taillights.

o Five 12V exterior LED flood lights, distributed with two on each side and one at the rear.

o Four telescoping scene lights mounted at the four corners of the trailer.

o Exterior AC power inlet.

o Rear backup camera.

o Other exterior equipment and access features identified in Section 2.02.D.

27. Existing/Reference Trailer Question: Does KYTC have an existing unit or reference trailer that this design is intended to replicate?

Response: The existing 2012 Mobile Operations Command Center is the unit being replaced and may be made available for inspection as described in the response to Question 4.

Document Phase Document Description Page 8

The new unit is not required to be an exact replica of the existing trailer. The Contractor shall design and provide a new Mobile Operations Command Unit that meets or exceeds the requirements of the current

KYTC Division of Incident Management wishes to solicit proposals from vendors to provide a Mobile Operations Command Center.

1.01 Background

The Division of Incident Management is proposing to replace our current Mobile Operations Command Center Trailer (MOC) with a new version. The current trailer has outlived its intended lifespan and needs to be replaced. It is used for incident response to provide a safe and secure mobile facility to control and command response to events that affect the commonwealth.

The MOC will need functional workspaces for operators to carry out their fork functions. We will need workstations with dual wall-mounted monitors and networking to support these stations. Wiring and connections will be needed to connect these workstations and to connect existing wireless networking access technology. (Starlink, and cellular). Televisions (One in the interior, and one in an cabinet on the exterior) will be needed for briefings, as well as maintaining situational awareness. A 55’ in smart board will be needed in the conference room for briefings as well. A multi-function printer will be needed. All assets will need to have reliable wiring for networking.

The MOC will be deployed to directly support recovery and relief efforts for communities adversely affected by natural disasters. It will also serve as temporary office space for KYTC workers if the permanent building that they work from is damaged or uninhabitable for any reason to ensure that continuity of operations is maintained.

The MOC has been a vital piece of equipment since it was first obtained in 2012, and this replacement will ensure that the services it provided will continue.
