About this opportunity

Oklahoma State University is requesting proposals for a mobile self-contained diagnostic CT scanner for the Veterinary Teaching Hospital in Stillwater under RFP OSUA&M-RFP-001869-2027, with proposals due October 23, 2026 at 3:00 p.m. CDT. The procurement uses a best-value evaluation methodology and requires bidders to be registered as approved vendors with Oklahoma State University's Office of Central Procurement to receive award and payment.

The scope is a state-of-the-art mobile, self-contained diagnostic CT system capable of movement between clinical areas without disassembly or specialized rigging. The unit must pass through standard 8-foot-wide hallways and 48-inch by 80-inch doorways, provide at least 64 reconstructed cross-sectional CT slices per rotation, feature an 85-centimeter patient aperture, battery-powered scanning capability, DICOM compatibility, and integrated PACS/HIS integration. Bidders must submit comprehensive proposals including technical specifications, detailed cost breakdowns encompassing licensing, implementation, training, maintenance, support, delivery, installation, acceptance testing, radiation surveys, implementation schedules, warranty and service agreement terms, risk assessments with mitigation plans, and references to similar projects completed within three years. All pricing must exclude sales, use, and excise taxes, as Oklahoma State University is tax-exempt.

The University will evaluate proposals on cost, scope of work and equipment specifications, warranty and service agreements, implementation schedule, bidder experience and qualifications, and value-added options. A competitive range will be established based on average pricing across all bids to assess whether the highest-ranked qualitative scorer justifies its cost. Pre-award presentations and product demonstrations may be required from highest-ranked respondents. All bids must remain firm for 120 days following closure. Bidders must certify agreement with the University's Standard Terms and Conditions, submit any proposed term revisions in redline or tracked-changes format, complete and upload a non-collusion certificate, and disclose any contracts terminated for cause within the past 36 months with detailed explanations. Questions should be directed to Matthew Wessel at matt.wessel@okstate.edu or 405-744-8405.
