About this opportunity
The Minnesota Department of Transportation (MnDOT) District 7 Office in Mankato is issuing a Request for Bid (RFB) to procure one Scout Plus Device or approved equal, along with associated accessories and installation services. The Scout Plus Device is a specialized camera system designed to capture high-quality video for artificial intelligence-driven traffic analysis, including turn movement analysis, traffic counts with FHWA 13-Class vehicle breakdown, and speed data collection. The system combines video, infrared, and AI technology to operate effectively across all weather conditions, including night and snow environments, and can monitor up to four lanes per device. The complete procurement package includes one Scout Plus Device with integrated Video Control Unit and camera pole, high-resolution wide field of view camera, 64 GB industrial-grade SD card, universal power supply, installation tools, two rechargeable batteries, one battery charger, two tripods, six tripod weights, and shipping and handling services. The equipment's vertical reach capability allows MnDOT to deploy it in steep locations that would normally require ladder access, thereby improving data collection safety and enabling placement in more optimal monitoring locations. All responses must be submitted electronically through the SWIFT Supplier Portal no later than 2:00 p.m. Central Time on February 27, 2026, with device and all accessories required to be delivered to the Mankato office by March 31, 2026. Prospective bidders must submit written questions to Jennifer Hoffman at Jennifer.Hoffman@state.mn.us no later than 10:00 a.m. Central Time on Tuesday, February 24, 2026, and all questions will be responded to via addendum. This solicitation is designated as "No Substitute," meaning only the specified Scout Plus Device or State-approved equivalents will be considered, and responders must provide equipment sales literature, technical specifications, user manuals, and any relevant license or maintenance agreements for State review and approval prior to contract execution.
Certified Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses will receive preference points equal to 12 percent of total available points, while DEED/DHS eligible providers will receive preference points equal to 6 percent of total available points. Distributor or manufacturer's representative responses must include documentation of authorization from the Original Equipment Manufacturer on OEM letterhead or proof of listing as an authorized distributor on the OEM's website. The contract requires that all storage and processing of information occur within the United States, extending to all subcontractor work, and no subcontracting is permitted. The contractor must maintain Professional/Technical and Errors and Omissions insurance with minimum limits of $2,000,000 per claim or event and $2,000,000 annual aggregate, and must provide the equipment with an Original Equipment Manufacturer warranty covering the first year following acceptance. All pricing must be entered directly into SWIFT at the unit line level with installation and mounting services included in the equipment price, with all items priced FOB Destination, prepaid and added to the receiving location, and freight allowed as a separate line item. The anticipated contract term is February 2026 through June 30, 2026, with the State reserving the right to extend through duly executed amendment, and the State will pay invoices within thirty days following receipt of an undisputed invoice or merchandise delivery, whichever is later, in accordance with Minnesota Statute 16A.124. Specific award values or budget ranges are not disclosed in the solicitation documents.
