About this file

This is a Request for Bid (RFB) issued by the Minnesota Department of Transportation (MnDOT) District 7 Office for the procurement of one Scout Plus Device or approved equal. The equipment will be utilized at the MnDOT District 7 Office located at 2151 Bassett Dr, Mankato, MN 56001. The Scout Plus Device is a specialized camera system designed to capture high-quality video for AI-driven turn movement analysis, traffic counts with FHWA 13-Class breakdown, and speed data collection. The equipment's vertical reach capability allows MnDOT to deploy it in steep locations that would normally require ladder access, thereby improving data collection safety and enabling placement in more optimal monitoring locations. Responses must be submitted electronically through the SWIFT Supplier Portal no later than 2:00 p.m. Central Time on February 27, 2026. Questions must be submitted in writing to Jennifer Hoffman, Buyer 3, at Jennifer.Hoffman@state.mn.us by 10:00 a.m. Central Time on February 24, 2026. The device and all accessories must be delivered to the Mankato office by March 31, 2026. The anticipated contract term is February 2026 through June 2026, with no renewal options specified.

Pricing must be entered directly into SWIFT at the unit line level; no separate price schedule document will be used. The solicitation is designated as "No Substitute," meaning only the specified Scout Plus Device or State-approved equivalents will be considered. Responders must provide equipment sales literature, technical specifications, user manuals, and any relevant license agreements or maintenance agreements for State review and approval prior to contract execution. Responder's bid will remain firm for 90 days from submission. Certified Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses will receive preference points equal to 12 percent of total available points. DEED/DHS eligible providers will receive preference points equal to 6 percent of total available points. The State reserves the right to reject any or all responses, waive informalities, require demonstrations, or cancel the solicitation. Distributor or manufacturer's representative responses must include documentation of authorization from the Original Equipment Manufacturer (OEM) on OEM letterhead, or proof of listing as an authorized distributor on the OEM's website. All storage and processing of information must occur within the United States, with this requirement extending to all subcontractor work.

Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities.

Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.

To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651.201.2402 or go to the Office of Equity in Procurement home page, at https://mn.gov/admin/business/vendor-info/oep/.

SPECIAL NOTICE: This is a request for bid. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.

This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.

SWIFT SUPPLIER PORTAL SECURITY CHANGES

There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.

For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.

If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.

You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.
