About this opportunity

The Minnesota Department of Transportation (MnDOT) District 8 is conducting a formal Request for Proposal (RFP) to procure one (1) new Custom Sign Truck body with cranes for the Willmar district. The procurement seeks a qualified vendor to provide a highly specialized truck with specific technical requirements, including a front-mounted extendable catwalk, knuckle-boom crane, rear-mounted tool crane, air compressor, and inverter. Vendors must be Original Equipment Manufacturers (OEMs), authorized distributors, dealerships, or upfitting companies with a minimum of five years in business. Detailed specifications are outlined in Attachment F and Exhibit C, which provide comprehensive technical drawings and requirements for the custom truck body. Key submission dates include a question submission deadline of October 18, 2024, at 3:00 PM CST, with responses to be submitted through the SWIFT Supplier Portal by December 3, 2024, at 3:00 PM CST. A mandatory pre-proposal meeting will be held on October 11, 2024, at 10:00 AM CST at the MnDOT Owatonna location. The anticipated contract term is from November 1, 2024, to October 31, 2025, with potential extensions up to an additional four years.

The RFP includes provisions for preference points for certified targeted group, economically disadvantaged, and veteran-owned businesses. Small businesses located in Minnesota, as well as businesses owned by minorities, women, persons with disabilities, and veterans, may be eligible for certification in the state's Small Business Procurement Program. Brokers are explicitly prohibited from responding to this solicitation. While specific budget ranges are not detailed, the Price Schedule (Exhibit D) requires vendors to provide comprehensive pricing for the truck body, cranes, accessories, installation services, and warranty options. The State reserves the right to award the contract to a single responder or multiple responders based on the evaluation of submitted proposals. The base chassis will be provided by MnDOT, with the awarded contractor responsible for installing the custom body and components. The procurement process includes multiple stages of review, including a pre-build meeting, progress updates, pre-delivery meeting, and a requirement for pre-delivery FaceTime or real-time viewing to ensure compliance with specifications.
