About this opportunity

The Maryland Administrative Office of the Courts (AOC) is soliciting proposals through Request for Proposals K26-0046-89 to establish a pool of master contractors to provide electrical services across four designated geographic service regions throughout Maryland. The procurement encompasses routine electrical services including installation, relocation, replacement, and repair of electrical outlets, switches, receptacles, branch circuits, and wiring systems; data, communications, and low-voltage cabling support; core drilling and cutting for penetrations; utility locating and x-ray services; and maintenance and minor modifications to electrical systems. All work must comply with the National Electrical Code (NEC), OSHA standards, and local codes, with performance required by or under supervision of a Maryland-licensed Master Electrician. Qualified applicants must demonstrate a minimum of five years' experience providing electrical goods and services of similar size and scope. The RFP was issued on March 20, 2026, with proposals due electronically through the Procurement Portal by April 17, 2026. The AOC intends to award a single contractor for each service region to handle projects at $5,000 or less, and establish a pool of master contractors for projects exceeding $5,000 that will be awarded through subsequent Requests for Proposals (PORFPs). The contract term runs from July 1, 2026, to June 30, 2027, with four one-year renewal options exercisable at the AOC's sole discretion. Evaluation will consider bidder experience documentation, pricing proposals with fully loaded hourly rates serving as ceiling rates for all labor categories (Electrical Helper/Apprentice, Journeyman Electrician, Master Electrician, Electrical Foreman/Lead Electrician, Electrical Project Manager, and Electrical Engineer), and compliance with all insurance, bonding, and certification requirements including $1,000,000 combined single limit Commercial General Liability, $500,000 Worker's Compensation, and $1,000,000 Comprehensive Automobile Liability coverage.

No Minority Business Enterprise (MBE) or Virginia Small Business Enterprise (VSBE) subcontracting goals are established for this master solicitation; subcontracting goals will be determined for individual PORFPs issued under resulting awards. All contractors must comply with current Judiciary protocols regarding pandemic preparedness, provide appropriate personnel documentation, obtain criminal background checks and CJIS clearance prior to commencing work at AOC or District Court locations, and execute required affidavits certifying non-debarment status, compliance with Maryland election law and tax obligations, and absence of criminal convictions related to business contracting activities. Contractors must also execute a Non-Disclosure Agreement protecting confidential judicial information, with breach penalties of $1,000 per unauthorized disclosure and potential injunctive relief. While no specific incumbent contractors are identified in this master contract solicitation, the AOC will utilize the established master contractor pools to issue PORFPs for individual projects, with specific MBE and VSBE goals, site visit requirements, and additional evaluation criteria to be determined for each subsequent procurement. The master contract framework establishes a structure for projects anticipated to exceed $5,000 per service region, with individual PORFP awards made to responsible offerors offering the most advantageous proposals considering price and specified evaluation factors; specific budget ranges and contract values are not disclosed in the master solicitation but will be project-specific in subsequent PORFPs.
