About this opportunity
The Colorado Department of Public Safety, Colorado State Patrol, located in Denver County and Denver City, issued Invitation for Bid (IFB) #RBAA 2025-0098 on November 5, 2024, seeking a vendor to design, procure, and install a complete mission management suite for an MX-15 imaging system on a 2008 Pilatus PC-12 NG-47E aircraft (N201SP, MSN 1059). The comprehensive project requires the selected vendor to supply and integrate a tactical flight officer console with dual Macro-Blue Q-Series monitors, a SHOTOVER ARS-750 augmented reality mapping system, a Technisonic TDFM 9100 radio system, a 16x16 rugged 4K video switch, an AEM Digital Audio System with multiple control panels, network infrastructure with LTE and SATCOM downlink capabilities, DC power modifications with dual USB outlets, and aircraft battery relocation to the engine firewall. Bidders must be FAA-certified repair stations located in the lower 48 states and must demonstrate prior experience managing or performing a minimum of three full mission suite aircraft completions for law enforcement use within the past thirty-six months, with references required. The deliverables include complete project engineering and management, system design documentation, full technical drawings, installation services, comprehensive on-site training at Centennial Airport, valid equipment manufacturer warranties, and minimum one-year technical support with unlimited service calls and five-business-day on-site response capability. The aircraft must maintain FAA certification in the normal category for day and night VFR and IFR operations upon completion, and the vendor must conduct aircraft weighing, provide weight and balance calculations in multiple configurations, and perform a test flight demonstrating full system functionality prior to final acceptance. Written inquiries were due November 6, 2024, at 2:00 PM MT, with sealed bids due November 19, 2024, at 2:00 PM MT through the Colorado Vendor Self-Service website; a virtual public bid opening is scheduled for November 20, 2024, at 2:00 PM MT, with a Notice of Intent to Award expected November 22, 2024, contract execution desired by November 25, 2024, and project completion required by June 1, 2025.
The State of Colorado applies multiple bidder preferences under this procurement, including a 3% preference for Service Disabled Veteran-Owned Small Businesses (SDVOSBs) who are verified through the U.S. Department of Veterans Affairs and maintain Colorado operations, resident bidder preferences, environmentally preferable purchasing preferences, and up to a 5% preference for products containing at least 10% recycled plastics. The Colorado State Patrol has already procured the WESCAM MX-15 camera (Part Number 49370-164, Serial Number 493701453) with associated components including dual sensor thermal and color daylight imagers, laser illuminator with rangefinder, MX Geo with embedded GPS receiver, and a retractable camera mount system (STC SA04220NY manufactured by Trine Aerospace, LLC, FAA-approved September 24, 2024); the vendor must integrate all customer-furnished equipment with the mission management suite installation. The procurement allows for optional pricing items including an additional training monitor, a digital video recorder, and LED recognition lights with pulse mode capability, as well as extended service and warranty coverage for years two and three. Award will be made to the lowest responsible and responsive bidder whose proposal meets all specifications, with pricing remaining firm during the purchase order term and inclusive of all associated costs such as freight and installation. No specific contract value or budget range is disclosed in the solicitation documents; however, the comprehensive scope of work involving specialized aviation equipment, engineering, installation, training, and technical support indicates a substantial procurement appropriate for experienced aviation systems integrators.
