This Statement of Work document outlines the procurement requirements for the Colorado State Patrol, a division of the Colorado Department of Public Safety, to provide and install a complete mission management suite for an MX-15 imaging system on a 2008 Pilatus PC-12 NG-47E aircraft (N201SP). The project requires vendors to supply and integrate a comprehensive system including a Tactical Flight Officer console with dual Macro-Blue Q-Series monitors, a SHOTOVER ARS-750 augmented reality mapping system, a Technisonic TDFM 9100 radio system, a 16X16 rugged video switch with 4K capability, an AEM Digital Audio System with multiple control panels, network infrastructure with LTE and SATCOM downlink capability, DC power modifications with dual-port USB outlets, and aircraft battery relocation to the engine firewall. The project must be completed by June 1, 2025, with the aircraft remaining FAA-certified in the normal category for day and night VFR and IFR operations. The Colorado State Patrol will furnish the WESCAM MX-15 camera and some associated components, as well as the camera lift system; the vendor is responsible for all remaining equipment, installation, engineering, and integration to create a fully functional multi-mission law enforcement aircraft. The solicitation includes optional items for pricing, including an additional training monitor, a digital video recorder, and LED recognition lights with pulse mode capability.
Vendors must be located in the lower 48 states, possess FAA-certified repair station status, and demonstrate previous experience with law enforcement aircraft mission equipment installations of similar scope and complexity. Specifically, vendors must have managed or performed a minimum of three full mission suite aircraft completions for law enforcement use within the past thirty-six months and must provide contact information and aircraft details for these references. The vendor is required to provide complete project engineering and management, system design, full technical drawings, installation and training support, and a minimum of one year of technical support with optional pricing for two additional years. Support services include unlimited service calls with on-site response within five business days when necessary, comprehensive on-site training at the CSP hangar at Centennial Airport, and valid transfers of original equipment manufacturer warranties. The vendor must ensure all equipment meets Federal Aviation Regulations and FAA procedures, conduct aircraft weighing and provide weight and balance calculations in multiple configurations, and perform a test flight demonstrating full system functionality prior to final acceptance by CSP.
