About this opportunity

The Orange County Transportation Authority is requesting bids on miscellaneous auto and shop supplies under IFB 250457, with bids due September 1, 2026 at 11:00 a.m. and a question deadline of August 13, 2026 at 4:00 p.m. Approved equals will not be accepted; bidders must supply exact items listed on the Price Summary Sheet (Exhibit B) or obtain written OCTA approval for substitutions with demonstrated equivalency.

This is a re-solicitation. The original IFB 250325, due May 4, 2026, received five bids but was canceled without award because the lowest bidder (Omni Western Incorporated at $318,310.19) submitted multiple pricing and part-number errors on the Price Summary Sheet. The Project Manager revised Exhibit B prior to re-release.

The scope covers miscellaneous auto and shop supplies for two facilities: the Santa Ana Base at 4301 West MacArthur Boulevard and the Garden Grove facility at 11800 Woodbury Road. The contractor must maintain inventory to fulfill all listed items, deliver within four business days of order receipt during standard business hours (Monday–Friday, 7:00 a.m.–5:00 p.m., excluding holidays), and supply new, unopened merchandise. All items on the Price Summary Sheet carry firm-fixed unit prices throughout the two-year term with no increases permitted; any price decreases must automatically apply. For unlisted miscellaneous supplies, the contractor must obtain prior written approval and price based on published sources less the contractor's discount. The contractor must replace or credit defective items within 15 days at no cost and provide standard manufacturer warranty.

The estimated contract value is $500,000 over two years, funded through Local Measure M sources and split between two cost centers. The incumbent is American Material Company under Contract C32847, which reached its maximum obligation before expiration on November 30, 2026.

Evaluation is 100% cost-based. The contract carries DBE program requirements under Title 49 CFR Part 26; the specific DBE goal percentage will be determined separately. Davis-Bacon prevailing wage requirements apply. Contractors must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation, and Employers' Liability ($1 million per accident and disease) with OCTA named as additional insured. Contractors must implement an Injury/Illness Prevention Program compliant with California Code of Regulations Title 8 Section 3203, Substance Abuse Prevention Program, Heat Illness Prevention Program, and Hazard Communication Program. All materials must comply with South Coast Air Quality Management District volatile organic compound standards. Contractors must designate a qualified health and safety representative within ten business days of award and report all incidents immediately with written reports within 24 hours.

Bid opening occurs at OCTA Administration Office, 600 South Main Street, Orange, California 92863, with teleconference participation available. Bids must be submitted electronically through OpenGov Procurement.
