About this opportunity

The State of Maine is requesting bids for miscellaneous HMMWV parts to support vehicle refurbishment and maintenance operations, with bids due December 6, 2012, and first delivery capability required by December 15, 2012.

The scope covers a one-year purchasing agreement for up to twelve distinct parts: light indicators, thermal insulation, throttle sensors, adapters, filter indicators, wire rope assemblies, roller bearings, metallic tubes, electrical leads, connecting links, cushioning pads, and sun visors. Projected 12-month purchase volumes range from 100 to 700 units per item. Bidders must certify availability for immediate delivery and provide quantities available by January 1, 2013. Orders will be issued via Delivery Order documents transmitted by email, with shipments required to arrive within two weeks prior to stated delivery dates; early arrivals without prior approval are subject to refusal. Contractors must provide certificates of conformance to military and OEM standards, submit product samples for evaluation at their own expense, and comply with federal Excluded Parties List System screening. Bidders proposing used or surplus government property must provide complete descriptions including agency source and acquisition dates. The procurement participates in the Buy American Act.

Place of performance is Limestone, Maine. Bid prices must be all-inclusive of freight and delivery charges (net F.O.B. destination) and represent fixed contract prices unless periodic price changes are agreed to in writing. The State of Maine reserves the right to pay via check, electronic funds transfer, or procurement card; vendors may not impose surcharges on card transactions. The State Purchasing Director may extend the contract beyond its initial term with contractor consent or cancel with thirty days' written notice. Debarment certification is required; bidders must verify status against the System for Award Management and other relevant debarment lists. Bid responses must be submitted using the provided spreadsheet with all mandatory columns completed, including registered company name, reference number, product description, condition, manufacturer information, country of origin, pricing, price guarantee date, normal delivery lead time, and quantities available at specified dates.
