About this opportunity
The Maine Emergency Management Agency (MEMA) is requesting proposals for Mirion Technology PDS 100 GN/ID Radioisotope Identifiers, with proposals due January 20, 2012. The contract will be awarded no later than mid-February and runs for one year from award with two possible one-year renewal options.
Bidders must declare willingness to extend contract pricing to Maine political subdivisions and school districts; this declaration is a consideration factor in award decisions. MEMA intends to purchase approximately six units in the first year, with purchases in subsequent years dependent on needs and funding.
The PDS 100 GN/ID is a pocket-sized dual-capability radiation detection system with embedded spectrum acquisition and identification capabilities. The gamma-detection version uses a cesium iodide detector with sensitivity exceeding 400 counts per second per millisievert per hour for Cesium-137; the GN version adds a lithium iodide detector for neutron detection. The device detects, locates, quantifies, and identifies radioactive sources including naturally occurring radioactive materials, medical isotopes, industrial sources, and special nuclear materials (uranium-235, uranium-238, plutonium-239). It features automated and manual identification modes with visual, audio, and vibration alarms; wireless communication via IRDA and Bluetooth; and data storage for spectra and identification results. The device measures 123 x 74 x 43 millimeters, weighs 300 grams, operates on two AA batteries with approximately 100-hour runtime, and functions across -20°C to 50°C with resistance to electromagnetic interference, shock, vibration, drop, and water exposure.
The estimated first-year contract value is $36,000. Pricing must remain firm throughout the contract period and include all transaction charges with F.O.B. Destination delivery. The State of Maine Procurement Card is an accepted payment method with no surcharges permitted. Delivery orders of $5,000 or less are emailed directly to the vendor; larger orders are processed through the Division of Purchases. The State reserves the right to cancel the contract with thirty days' written notice or immediately for nonconformance.
