About this opportunity

The Milwaukee Public Library is seeking proposals from qualified firms to purchase books and media materials published or distributed in the United States. The procurement covers the Central Library and twelve branch libraries within the Milwaukee County area, with an estimated annual expenditure of $1,000,000. The RFP encompasses fourteen material classifications including adult and juvenile general trade books, university press publications, DVDs, audiobook CDs, large print books, and other media formats. Qualified vendors must demonstrate experience handling high-volume orders for large urban public libraries and provide three references from similar institutions served within the previous two years. Proposals are due by 3:00 PM CST on January 14, 2026, with potential virtual demonstrations scheduled for the week of January 26-30, 2026, at the proposer's expense. The evaluation criteria include experience and references (10%), inventory size and scope (15%), highest discount from list prices (45%), processing and selection/ordering services (30%), with an additional 5% for Local Business Enterprise (LBE) status.

The solicitation includes several set-aside and compliance requirements for potential vendors. Bidders must complete multiple affidavits, including a Socially Responsible Contractors Affidavit demonstrating implementation of at least three programs to reduce employment barriers, a Slavery Disclosure Affidavit, and a Living Wage Affidavit ensuring workers are paid at or above specified wage rates. The City of Milwaukee encourages participation of Small, Minority, and Women Business Enterprises (SMWBE), providing preferential considerations for local businesses. LBE bidders may receive up to an additional 5% in evaluation points or be awarded the contract if their bid does not exceed the lowest bid by more than 5%. The contract will be for a two-year term with options for three additional two-year renewals, contingent upon mutual agreement and funding availability. Vendors must provide comprehensive technological capabilities, including an integrated database platform supporting EDIFACT and/or API-based ordering, multi-user account functionality, and integration with the library's Integrated Library System (Sierra ILS).
