About this opportunity

The Morris County Department of Public Works, Division of Engineering & Transportation is seeking sealed bids for Bid #M24-47, a comprehensive milling and resurfacing project on Schooley's Mountain Road (County Road 517) in the Township of Washington, New Jersey. The procurement involves extensive road reconstruction, including 96,483 square yards of HMA milling (3" or less), 12,154 tons of Hot Mix Asphalt surface course, and multiple infrastructure improvements such as drainage systems, concrete sidewalks, curbing, guide rail installations, and traffic signage. Bid documents are available for download from BidNet Direct or pickup starting June 19, 2025, with a non-refundable document fee of $50. The formal bid submission is scheduled for July 1, 2025, at 11:00 AM in the Morris County Purchasing Office, with bids requiring a 10% bid guarantee (not exceeding $20,000). Bidders must submit a certified check, cashier's check, or bid bond, and provide a consent of surety demonstrating ability to furnish performance, payment, and maintenance bonds. Contractors must possess a valid Public Works Contractor Registration Certificate and comply with New Jersey prevailing wage regulations.

The procurement is being conducted through a fair and open process, with no specific set-aside designations for disadvantaged businesses, though contractors must comply with non-discrimination statutes including N.J.S.A.10:5-31 and N.J.A.C.17:27. Political contribution restrictions are waived for this solicitation, and contractors are exempt from certain contribution limitations. The contract will be awarded by the Morris County Board of County Commissioners within 60 days of bid opening, with the project expected to be completed by September 29, 2025. While no specific budget range is explicitly stated, the comprehensive nature of the project suggests a significant infrastructure investment. Successful bidders must submit certified payroll records through the NJ Wage Hub and maintain all project documentation for five years from final payment, with records subject to potential review by the New Jersey Office of the State Comptroller. The procurement allows for broad participation from qualified road construction and infrastructure development contractors capable of executing complex municipal roadway improvement projects.
