About this opportunity
The County of Morris, New Jersey, is soliciting sealed bids for Bid #M24-46, a comprehensive road rehabilitation project involving milling and resurfacing of Lees Hill Road (County Route 663) in the Township of Harding. The procurement encompasses extensive road infrastructure improvements, including 43,735 square yards of HMA milling (3" or less), 5,511 tons of Hot Mix Asphalt 9.5M64 surface course, 36 linear feet of 15" reinforced concrete pipe, concrete headwall installation, driveway reconstruction, and curb work. Bidders must submit sealed proposals by Tuesday, July 8, 2025, at 11:00 AM Eastern Standard Time to the Morris County Purchasing Division, with bid documents available for free download from BidNet Direct or physical pickup for a non-refundable $50 fee. Each bid must include a certified check, cashier's check, or bid bond for 10% of the total bid (not exceeding $20,000) as a performance guarantee. The contract will be awarded by the Board of County Commissioners within 60 days of bid opening, with the successful bidder required to provide performance, payment, and maintenance bonds.
The procurement is open to all contractors who can demonstrate compliance with New Jersey state regulations, including N.J.S.A.10:5-31 et seq. and N.J.A.C.17:27-1 et seq., with no specific set-aside designations for disadvantaged enterprises noted. Bidders must maintain all project documentation for five years from the final payment date and be prepared to make records available to the New Jersey Office of the State Comptroller upon request. The bidding process is conducted through a fair and open process, which exempts contractors from certain political contribution limitations. While no specific budget range is explicitly stated, the comprehensive nature of the road rehabilitation project suggests a significant infrastructure investment. Contractors must be prepared to comply with prevailing wage regulations, provide certified payroll records, and meet all local and state procurement requirements, including equal employment opportunity and affirmative action standards.
