About this opportunity
The Illinois Secretary of State is requesting bids for milling and repaving of parking areas at the Illinois State Library (300 S. Second Street, Springfield) and the Herndon Building (421 E. Capitol, Springfield), with bids due October 6, 2026 and a mandatory pre-submission conference on September 21, 2026 at 10:00 a.m. at 501 S. 2nd Street, Room 037, Springfield.
Bidders must be pre-qualified by the Illinois Capital Development Board and demonstrate five years of documented experience specializing in milling and repaving commercial parking lots. Compliance with the Illinois Works Jobs Program Act and Illinois Works Apprenticeship Initiative is required. All bids must be submitted electronically through BidBuy with pricing structured as firm and fixed, broken down separately for each parking lot plus a grand total.
The scope includes milling, cleaning, and prepping both parking facilities, then paving in two lifts (1.5 inches of binder course and 1.5 inches of surface material), tack-coat application, salvage and reinstallation of signage, restriping and numbering, and provision of all traffic signage and safety barricades. Work must be completed by November 30, 2026, conducted during normal business hours (7:00 a.m. to 5:00 p.m., Monday through Friday, except as pre-arranged). The initial contract term runs through December 31, 2026, with a maximum total contract term not to exceed ten years.
Bidders must maintain General Commercial Liability insurance of $1 million per occurrence ($2 million annual aggregate), Auto Liability of $1 million per occurrence, and Worker's Compensation Insurance as required by law. A Minority Contractor Initiative fee of $15 applies to contracts valued at $1,000 or more. Subcontracting is permitted but not for the full scope; subcontracts exceeding $100,000 in annual value require prior State approval, Financial Disclosures, and Conflicts of Interest submission. Vendors must hold an active Illinois Procurement Gateway (IPG) registration and submit either the standard Vendor Disclosure form (Version 24.1) or the IPG Active Registered Vendor Disclosure form with their bid. The State reserves the right to award to the lowest responsible and responsive bidder, reject any or all bids, or waive minor defects.
