About this opportunity
The State of Maine Division of Purchases is requesting quotes for military vehicle anti-corrosion compound Greenwax in bulk, with quotes due July 22, 2011 at 2:00 p.m. local time.
The solicitation specifies Northwest Anti-Corrosion, Inc. Greenwax, part number GNW-5G, in 5-gallon containers — 20 units (100 gallons total) to be delivered to 125 Kansas Road, Limestone, Maine. The State participates in the Buy American Act and will require certification prior to award. Bidders must provide complete legal company name and, where applicable, DUNS and CAGE Code information. All transportation charges, including freight and express delivery, must be prepaid by the contractor and included in the quoted unit price unless otherwise specified. The State is exempt from Federal taxes and Maine State Sales and Use Taxes, and quotes must reflect these exemptions.
Awards will be made on the basis of lowest responsible bidder offering best value, considering quality, conformity to specifications, delivery date, and overall economy. Cash discounts for payments of 20 days or more will be evaluated; discounts under 20 days will not be considered. In case of tie bids, the State reserves the right to favor in-state bidders or those offering Maine-produced commodities.
Prospective bidders must furnish a debarment certification confirming they are not presently debarred, suspended, or ineligible under Federal Executive Order 12549, and have not been convicted of or charged with fraud, criminal offenses, antitrust violations, embezzlement, theft, forgery, bribery, falsification of records, false statements, or receipt of stolen property within the three-year period preceding proposal submission. Failure to furnish the certification disqualifies the bidder. The State reserves the right to reject any or all quotes, waive formalities or technicalities, and increase or decrease quantities by up to 10%.
