About this opportunity

The State of Maine Division of Purchases is soliciting bids on military shelter unit cables and drain plugs for the Maine Military Authority (MMA), with quotes due January 19, 2012 at 2:00 p.m. local time. This is a master-agreement RFQ establishing a one-year indefinite-quantity contract based on ongoing production and supply needs, with an initial purchase spanning five line items: three power cable types (AC 35", AC 15', and DC) and drain plugs, in quantities ranging from 3 to 14 units per item.

All items must be new and conform to applicable Military Standards. Delivery is to the MMA-Limestone Facility at 14 Connecticut Road, Limestone, Maine. Bidders must submit separate unit prices for each item and may submit alternate bids with complete identification and descriptive literature. All transportation charges, including freight and express delivery, must be prepaid by the contractor and included in quoted prices. Samples and Certificates of Conformance may be required at the bidder's expense.

Bidders must provide legal company or entity names, DUNS numbers, and CAGE Codes as applicable and satisfy federal Excluded Parties List System (EPLS) screening and Buy American Act compliance. A debarment certification under Executive Order 12549 is required, certifying that bidders and their principals are not debarred, suspended, or excluded from covered transactions and have not been convicted of fraud or criminal offenses related to public transactions within the three years preceding submission.

Awards will be made to the lowest responsible bidder offering the best value to the State, with consideration given to quality, conformity to specifications, delivery dates, and overall economy. Tie bids are resolved in favor of in-state bidders or those offering Maine-produced commodities. The State is exempt from Federal and Maine State Sales and Use Taxes and quotes should exclude these taxes. Contract pricing is net F.O.B. destination and firm throughout the contract period unless periodic price changes are agreed to in writing. Delivery orders will be transmitted via email and must be fulfilled within two weeks of stated delivery dates. The Division of Purchases reserves the right to reject any or all quotes, waive formalities or technicalities, and increase or decrease ordered quantities by up to 10%.
