About this opportunity
The State of Maine Division of Purchases is requesting bids on military HMMWV windshield glass (NSN 9340-01-185-3757), laminated, to support vehicle refurbishment operations at a production facility in Limestone, Maine, with bids due August 23, 2012.
The procurement is a one-year purchasing agreement contract, potentially extensible, with a projected 12-month purchase volume of 2,000 to 2,400 units. Initial deliveries are scheduled for four shipments between September and December 2012 (220 units each), with remaining purchases scheduled January through September 2013 based on production needs. Actual purchase volumes are estimates with no guaranteed minimum or maximum. All bids are subject to screening through the federal Excluded Parties List System (EPLS). Contractors must be prepared to provide product samples for evaluation prior to award, at the contractor's expense. Certifications of conformance to military and OEM standards may be required. The procurement is subject to the Buy American Act; proposals involving used or unused former Government surplus property must include complete description, quantity, acquiring agency, and acquisition dates.
Bid prices must be submitted as fixed unit prices, FOB destination to Limestone, Maine, with all freight and delivery charges fully prepaid by the contractor regardless of order quantity. Prices remain firm throughout the contract period unless periodic changes are agreed to in writing. Quotes must be submitted electronically by 2:00 p.m. local time on August 23. Awards will be made to the lowest responsible bidder offering best value; the State reserves the right to increase or decrease ordered quantities by 10%, reject any or all quotes, and award items individually or as a group. Cash discounts of 20 days or more are considered in bid evaluation. All bids must include mandatory information across specified columns (registered company name, product description, manufacturer information, pricing, price guarantee date, delivery lead time, and quantities for specified delivery dates). Vendors must certify non-debarment status under Executive Order 12549 and 29 CFR Part 98.
