About this opportunity
The State of Maine is requesting quotes for Military HMMWV Transmission Control Components, with bids due December 2, 2011. The solicitation seeks six line items of transmission-related parts: panel assembly, capacitor assembly, transmission control modules, shifter control unit, and transmission regulating valve. Estimated purchase quantities range from 0 to 500 units depending on the item, with additional quantities available at specified intervals through March 31, 2012. Delivery is required to 125 Kansas Road, Limestone, Maine 04750 within 30 days or less of order.
All items must be new and conform to applicable Military Standards. Lead times are identified as a significant value determination factor in contract award decisions. Bidders must provide separate unit prices for each item with all freight and delivery charges included; the State will consider cash discounts of 20 days or more in determining the lowest bidder. Buy American Act certification may be required prior to award.
In cases of tied quotes, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Award will be made to the lowest responsible bidder offering best value to the State, considering quality, conformity to specifications, delivery date, and overall cost. The State reserves the right to increase or decrease quantities by up to 10% and to reject any or all quotes.
Electronic submission of quotes must close at 2:00 p.m. local time on December 2. All prospective bidders must certify they are not debarred, suspended, ineligible, or voluntarily excluded from covered federal transactions, and must provide complete legal company name, DUNS number, and CAGE Code information. Samples and Certificates of Conformance may be required at the bidder's expense. Questions must be submitted through the official online portal; responses will appear in that designated location only. Contract awards are contingent on successful screening through the federal Excluded Parties List System.
